From July 1, 2020, the Education Law 2019 will officially take effect. The mandatory standards for the educational qualifications of teachers at various levels will also see changes compared to the current standards. Thu Ky Law would like to send our valued Customers and Members a summary of the mandatory training standards for all teachers from July 1, 2020, as follows:

SALARY TABLE FOR TEACHERS AT ALL LEVELS FROM JULY 1, 2020
1. Preschool Teachers
According to the provisions in Chapter II of Joint Circular 20/2015/TTLT-BGDDT-BNV, the standards for educational and training levels for the professional titles of preschool teachers are as follows:
- A bachelor’s degree or higher in preschool education for second-grade teachers, an associate degree or higher in preschool education for third-grade teachers, and a vocational secondary school degree in preschool education or higher for fourth-grade teachers.
However, Education Law 2019, effective from July 1, 2020, has raised the minimum training level for preschool teachers to an associate degree or higher. This means that, from July 1, 2020, all fourth-grade preschool teachers must have a minimum training level of an associate degree.
- Level 2 foreign language proficiency for second and third-grade preschool teachers; level 1 foreign language proficiency for fourth-grade preschool teachers as specified in Circular 01/2014/TT-BGDDT.
- Basic IT skills as per the standards defined in Circular 03/2014/TT-BTTTT for second, third, and fourth-grade preschool teachers.
- Preschool teacher training certificates for second and third-grade preschool teachers.
2. Primary School Teachers
According to the provisions in Chapter II of Joint Circular 21/2015/TTLT-BGDDT-BNV, the standards for educational and training levels for the professional titles of primary school teachers are as follows:
- A bachelor’s degree in primary education or in relevant teaching subjects for second-grade teachers; an associate degree in primary education or in relevant teaching subjects for third-grade teachers; and a vocational secondary school degree in primary education or in relevant teaching subjects for fourth-grade teachers.
However, Education Law 2019 has raised the training standards for teachers, stipulating that from July 1, 2020, all general education system teachers must have at least a bachelor’s degree, and preschool teachers must have an associate degree. This means that, from July 1, 2020, all second, third, and fourth-grade primary school teachers must have a minimum training level of a bachelor’s degree.
In cases where no teachers have a bachelor’s degree in the relevant teaching subject, they must have a bachelor’s degree in a suitable major and a certificate in teaching profession training.
- Level 2 foreign language proficiency or a certificate in a local language for positions requiring the use of a local language for second and third-grade primary teachers; level 1 foreign language proficiency or a certificate in a local language for positions requiring the use of a local language for fourth-grade primary teachers as specified in Circular 01/2014/TT-BGDDT.
For second and third-grade teachers teaching foreign languages, the second language proficiency must meet level 2 as specified in Circular 01/2014/TT-BGDDT, and for fourth-grade teachers teaching foreign languages, the second language proficiency must meet level 1 as specified in Circular 01/2014/TT-BGDDT.
- Basic IT skills as per the standards defined in Circular 03/2014/TT-BTTTT.
- Primary school teacher training certificates for second and third-grade teachers.
3. Secondary School Teachers
According to the provisions in Chapter II of Joint Circular 21/2015/TTLT-BGDDT-BNV, the standards for educational and training levels for the professional titles of secondary school teachers are as follows:
- A bachelor’s degree or higher in the relevant teaching subjects and a certificate in teaching profession training for first and second-grade teachers; an associate degree or higher in relevant teaching subjects and a certificate in teaching profession training for third-grade teachers.
However, from July 1, 2020, according to the new regulations in Education Law 2019, all first, second, and third-grade secondary school teachers must have a minimum training level of a bachelor’s degree.
- Level 3 foreign language proficiency for first-grade teachers; level 2 for second-grade teachers; and level 1 for third-grade teachers as specified in Circular 01/2014/TT-BGDDT or a certificate in a local language for positions requiring the use of a local language.
For first-grade teachers teaching foreign languages, the second language proficiency must meet level 3, second-grade teachers must meet level 2, and third-grade teachers must meet level 1 as specified in Circular 01/2014/TT-BGDDT.
- Basic IT skills as per the standards defined in Circular 03/2014/TT-BTTTT for first, second, and third-grade teachers.
- Secondary school teacher training certificates for first and second-grade teachers.
4. High School Teachers
According to the provisions in Chapter II of Joint Circular 23/2015/TTLT-BGDDT-BNV, the standards for educational and training levels for the professional titles of high school teachers are as follows:
- A master's degree in the relevant teaching subjects or a master’s degree in education management for vice principals and teaching certificates for first-grade teachers without a bachelor's degree in education; a bachelor’s degree or higher in the relevant teaching subjects and teaching certificates for second and third-grade teachers.
However, according to the provisions in Education Law 2019, from July 1, 2020, all first, second, and third-grade high school teachers must have a minimum training level of a bachelor’s degree in the relevant teaching fields.
- Level 3 foreign language proficiency for first-grade teachers; level 2 for second and third-grade teachers as specified in Circular 01/2014/TT-BGDDT or a certificate in a local language for positions requiring the use of a local language.
For high school teachers teaching foreign languages, the second language proficiency must meet level 3 for first-grade teachers; level 2 for second and third-grade teachers.
- Basic IT skills as per the standards defined in Circular 03/2014/TT-BTTTT.
- High school teacher training certificates for first and second-grade teachers.
