2. General description of the content of the 6-level foreign language competency framework in Vietnam

General description of the content of the 6-level foreign language competency framework in Vietnam according to subsection 1, Section IV of Circular 01/2014/TT-BGDDT is as follows:

 

Levels

General description

Beginner

Level 1

Can understand and use familiar everyday structures; basic words that meet specific communication needs. 

Can introduce self and others; Can answer information about yourself such as where you live, relatives/friends, etc. Can communicate simply if the other person speaks slowly, clearly and is willing to cooperate and help.

Level 2

Can understand frequently used sentences and structures related to basic communication needs (such as information about family, personal information, shopping, asking for directions, employment). 

Can exchange information on simple, familiar everyday topics. Can provide simple descriptions of self, surroundings and basic needs.

Intermediate 

 

Level 3

Can understand the main ideas of clear standard text or speech on familiar topics in work, school, leisure, etc. 

Can handle most situations that arise when visiting an area where the language is spoken. Can write simple paragraphs relating to topics that are familiar or of personal interest. Can describe experiences, events, dreams, hopes and ambitions and can briefly give reasons and explain opinions and plans.

Level 4

Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions within one's own area of ​​expertise. Can communicate fluently and naturally with native speakers. 

Can write clear, detailed texts on a variety of topics and can explain his or her point of view on an issue, stating the advantages and disadvantages of different options.

Advanced

 

Level 5

Can understand and recognize the implications of long texts with a wide scope. Can express fluently and immediately, without difficulty in finding words to express. 

Can use language flexibly and effectively for social, academic and professional purposes. Can write clearly, concisely, and in detail on complex topics, demonstrating the ability to organize text and make good use of connectors and linking devices.

Level 6

Can easily understand most spoken and written language. Can summarize oral and written sources of information, reorganize the information and present it logically. 

Can express himself instantly, very fluently and accurately, distinguishing between subtleties of meaning in complex situations.

3. Compatibility level between Vietnam's 6-level foreign language competency framework and the European common reference framework

According to Section III Circular 01/2014/TT-BGDDT, it regulates the level of compatibility between Vietnam's 6-level foreign language competency framework and the European common reference framework as follows:

The Vietnamese foreign language competency framework was developed on the basis of reference and application of CEFR and some English proficiency frameworks of other countries, combined with the actual situation and conditions of teaching, learning, and using foreign languages in Vietnam.

 

The Vietnamese foreign language competency framework is divided into 3 levels (Beginner, Intermediate and Advanced) and 6 levels (from Level 1 to Level 6 and compatible with levels from A1 to C2 in CEFR). As follows:
