Tuition fees are the amount of money students are required to pay to cover part or all of the costs of educational and training services; however, primary school students in public educational institutions are exempt from tuition fees – This regulation is mentioned in the Law on Education 2019 which officially took effect from July 1, 2020.

It can be seen that the Law on Education 2019 continues to inherit the previous regulations as stated in Clause 2, Article 61 of the Constitution 2013: “…focusing on preschool education; ensuring primary education is compulsory, the State does not collect tuition fees …” and Article 6 of Decree 86/2015/ND-CP which stipulates the mechanisms for fee collection, fee management for educational institutions within the national education system, and tuition fee exemption and reduction policies, and support for learning costs from the academic year 2015 - 2016 to the academic year 2020 - 2021: “Subjects exempt from tuition fees at public educational institutions include: Primary school students; Students …”.
To be specific, according to the provisions in Clause 3, Article 99 of the Law on Education 2019:
3. Primary school students in public educational institutions are exempt from tuition fees; in areas insufficient in public schools, primary school students in private educational institutions are entitled to State support for tuition fees, with the level of support decided by the provincial People's Council.
Thus, according to the Law on Education 2019, from July 1, 2020, students attending public schools will continue to be completely exempt from tuition fees. Additionally, students attending private schools will receive state support for tuition fees under the condition that the locality lacks public schools.
In addition, the Law on Education 2019 also stipulates:
Article 99. Tuition fees, expenses for educational and training services
…
4. Five-year-old preschool children in especially difficult villages and communes, areas of ethnic minorities, remote and deep-lying areas, coastal and island areas are exempt from tuition fees.
5. Five-year-old preschool children not specified in Clause 4 of this Article and lower secondary school students are exempt from tuition fees according to a schedule determined by the Government of Vietnam.
With the above regulations, it can be understood that the subjects exempt from tuition fees include five-year-old preschool children in difficult villages and communes, areas of ethnic minorities, remote and deep-lying areas, coastal and island areas.
As for five-year-old preschool children not under the aforementioned cases and lower secondary school students, they will also be exempt from tuition fees according to a specific schedule issued by the Government of Vietnam.
