This is a notable new point in the Draft Circular guiding the implementation of democracy in the activities of public educational institutions, replacing Decision 04/2000/QD-BGDDT.

To be specific, Clause 1, Article 17 of the Draft Circular stipulates the dialogue at educational institutions as follows:
1. Dialogue at educational institutions is carried out through direct exchange between teachers, educational administrators, employees, learners with the Principal or between representatives of the labor collective, representatives of learners with the Principal. Dialogue at educational institutions is conducted periodically at least once per academic year or when one party requests it.
Thus, in the near future, if this Draft is approved, teachers will have the right to request a direct dialogue with the Principal on related issues or organize periodic dialogues at least once per academic year. Other issues such as dialogue content, number, participants, time, and schedule of dialogues, the organization process of dialogues will be implemented according to the democratic regulations of that educational institution.
In addition, through this dialogue session, the Principal can also collect opinions from teachers, educational administrators, employees, or learners before making decisions on matters that involve them.
It is evident that this is a new addition in the Draft compared to Decision 04/2000/QD-BGDDT. If approved, this regulation in the Draft will help promote the empowerment of teachers, educational administrators, employees, learners, and enhance the responsibilities of the Principal, as well as reinforce discipline and order within educational institutions. This contributes to building a friendly, healthy, and high-quality educational environment.
