In the near future, students will not be allowed to repeat a grade more than once in a class

This is the notable content in the Draft Charter of secondary schools, high schools, and multi-level schools expected to be promulgated in 2020.

This Draft stipulates the age for middle school students as follows:

- The age for students entering 6th grade is 11 years old. The age for students entering 10th grade is 15 years old.

For students who skipped grades in previous levels or students entering the grade at an age higher than the stipulated age, the age for entering 6th grade and 10th grade may be adjusted based on the age at the time of graduation from the previous level.

- Students who are ethnic minorities, disabled, from particularly difficult circumstances, or returning from abroad may enter a grade at an age up to 3 years older than the stipulated age.

- Students are not allowed to repeat a grade more than once. (Currently, according to the regulations in the Charter for middle schools, high schools, and schools with multiple levels issued with Circular 12/2011/TT-BGDDT, students are not allowed to repeat a grade more than twice within a school level).

- Students with good physical capability and early intellectual development may enter school earlier or skip grades within the scope of a school level. Consideration for each specific case is carried out according to the following steps:

+ Parents or guardians submit a request to the school.

+ The school principal establishes a survey and advice council consisting of the basic components: representatives of the school leadership and the parent representative board, and the teacher of the class the student is attending.

+ Based on the survey results of the advisory council, the principal will consider and make a decision.

- Students of middle school and high school age returning from abroad, and children of foreigners working in Vietnam, may enroll in a middle school or high school at their place of residence or elsewhere if the school can accommodate them. Consideration for each specific case is carried out according to the following steps:

+ Parents or guardians submit a request to the school.

+ The school principal organizes a level assessment of the students and places them in appropriate classes.

Thus, if the Draft is approved, middle school students will not be allowed to repeat a grade more than once.

Additionally, the Draft also stipulates the behaviors that students are prohibited from, specifically including:

- Insulting the dignity and honor, or attacking the physical integrity of teachers, staff, other students, and other individuals.

- Cheating in studying, examinations, and admissions.

- Buying, selling, or using alcohol, beer, tobacco, addictive substances, and other stimulants.

- Using mobile phones or other devices during class time that do not serve educational purposes and are not permitted by the teacher.

- Fighting and causing disorder at school and in public places.

- Using or exchanging products with violent or obscene content; not using toys or playing games that are harmful to their healthy development.

- Actions that violate the law. (This is a new addition in the Draft).
