This Draft has redefined the age conditions for candidates applying for the doctoral training of the People's Police. Specifically, point a Clause 2 Article 5 Draft Circular stipulates the conditions for applying for doctoral training as follows:
2. Conditions
Candidates must meet the conditions as prescribed by the Ministry of Education and Training, additionally they must satisfy the following conditions:
a) Under 50 years of age as of the year of application;”
Thus, if this Draft is approved, the age for applying for doctoral training will be narrowed compared to the current regulation. This is because Circular 15/2016/TT-BCA stipulates that the age for application is not over 50 years, meaning candidates aged 51 and above are not eligible.
Additionally, if the candidates for the People's Police doctoral program are officers from outside the CAND sector joining the People's Police, they must have at least 24 (twenty-four) months of service since the date of their graduation from university or master's degree or the date of official recruitment into the People's Police. This is also a new condition for applying for the CAND doctoral program added in this Draft.
For candidates such as lecturers, teachers, and education management staff of units under the Ministry and People's Police schools, the condition of at least 24 months of service mentioned above does not apply.
