Resolution on the state budget estimate for 2020 is expected to be passed at the 8th session of the 14th National Assembly of Vietnam. According to the proposal in this Resolution, the statutory pay rate for 2020 applicable to officials and public employees in Vietnam will be increased to 1.6 million VND starting from July 1, 2020.
If this proposal is approved, the statutory pay rate for the year 2020 in Vietnam will increase by 110,000 VND/month compared to 2019. It will be the highest increase in the statutory pay rate in recent years. With this increase, the salary and allowances calculated according to the statutory pay rate for teachers will also significantly increase, arguably the highest increase ever.

Alongside the salary increase as per the above table, the allowances for teachers at various levels in Vietnam will also increase accordingly. To be specific:

In addition, teachers directly teaching in public education institutions in Vietnam will receive preferential allowances as stipulated in Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC with respective levels: 25%, 30%, 35%, 40%, 45%, 50% depending on the specific conditions.
According to this Joint Circular, the preferential allowance to be received = statutory pay rate x [salary coefficient according to the current rank + leadership position allowance coefficient (if any) + seniority allowance beyond the frame (if any)] x preferential allowance percentage.
Thus, if the statutory pay rate increases to 1,600,000 VND/month as expected, the preferential allowance that teachers receive will also significantly increase, marking the highest increase to date.
