Important Policy Applicable to All Teachers from February 12, 2020

In two days (February 12, 2020), Circular 22/2019/TT-BGDDT stipulating the Contest for Excellent Preschool Teachers; Contest for Excellent Teachers, Excellent Homeroom Teachers at General Education Institutions will come into effect. Below is a summary of the important new points regarding the Contest for Excellent Teachers according to the new regulations that educators need to know.

1. Teachers Not Forced to Participate in the Excellent Teacher Contests

Circular 22 clearly states that the principles of excellent teacher contests must be based on teachers' voluntariness; no coercion, no pressure on teachers to participate in the contests; ensuring honesty, democracy, transparency, equality, objectivity, and substance.

2. Regulations on the Duration of Retention of the Excellent Teacher Title

Currently, Circular 49/2011/TT-BGDDT, Circular 21/2010/TT-BGDDT and Circular 43/2012/TT-BGDDT do not stipulate the duration of such retention. Specifically, Circular 22 details the duration of retention of the excellent teacher title as follows:

- The title of excellent school-level teacher and excellent homeroom teacher is retained for 01 year following the year the title is awarded;- The title of excellent district-level teacher and excellent homeroom teacher is retained for 01 year following the year the title is awarded;- The title of excellent provincial-level teacher and excellent homeroom teacher is retained for 03 years following the year the title is awarded.

3. Teachers Prohibited from Teaching Preview Lessons

According to the regulations in Circular 22, teachers are not allowed to teach preview lessons (trial lessons) for the educational activities they will perform in the Excellent Teacher Contest held in the same academic year.

Additionally, the new regulation reduces the preparation time before the teaching competition for teachers. Specifically, teachers are notified and have no more than 02 days to prepare for educational activities before the teaching competition (previously 01 week).

Note that the educational activities (teaching periods) participating in the contest must be organized for the first time in the group or class with the original number of children in that group or class.

4. Changes in the Content of Excellent Teacher Contests at Various Levels:

- For the Excellent Teacher Contests in Early Education Institutions:

Teachers practice a specific educational activity according to the educational plan at the time of the contest.

Additionally, teachers must present a solution to improve the quality of child care, nurturing, and education at their educational institution. The presentation should not exceed 30 minutes, including the time for the judges to discuss.

- For the Excellent Teacher/Class Homeroom Teacher Contests in General Education Institutions:

Teachers practice teaching a lesson according to the teaching plan (for the Excellent Teacher Contest) or organizing an educational activity (class session, experiential activity, or career orientation - for the Excellent Class Homeroom Teacher Contest) at the time of the contest.

Additionally, teachers must present a solution to improve teaching or homeroom work at their educational institution. The presentation should not exceed 30 minutes, including the time for the judges to discuss.
