1. Who is a teacher in the Vietnam People's Army?
According to Clause 1, Article 3 of Circular 188/2021/TT-BQP, teachers in the Vietnam People's Army are those who directly teach and organize the implementation of educational, training, and scientific research contents in military schools, including: lecturers, main lecturers, senior lecturers; teachers, principal teachers, senior teachers, and educational administrators who are concurrently teaching.
2. How to convert professional activities of Vietnam People's Army teachers into standard time norms
Standard hour is the minimum number of hours that a teacher must perform teaching duties in a school year. (Clause 1, Article 3 of Circular 188/2021/TT-BQP)
Specifically, the conversion of professional activities of teachers and teachers in the Vietnam People's Army within the standard hours is specified as follows:
- A lecture period, instruction on exercises, practice, and experiments during the day at the lecture hall are calculated as 1.0 standard hour.
A lecture period, instruction on exercises, practice, and experiments during the day at the training ground, practice workshop, factory, hospital, etc. is calculated at 1.2 standard hours.
- A lecture period, instruction on exercises, practice, and experiments at night in the lecture hall are equal to 1.2 standard hours.
A lecture period, instruction on exercises, and experiments at night at the training ground, practice workshop, factory, hospital, etc. are calculated at 1.5 standard hours.
- One lecture period, instruction for practice exercises for subjects of master's degree training is equal to 1.5 standard hours, and for subjects of doctoral training, it is equal to 2.0 standard hours.
- One lecture period in a foreign language for a subject other than a foreign language is calculated as 2.0 standard hours.
- Applying standard time conversion for 01 lecture period in a specific military environment, such as: Training pilots, submarines, tanks, armor, missiles, radar, commando, reconnaissance, chemistry, self-propelled artillery, special-purpose military vehicles, tactical practice training, drills with live ammunition, etc. at the appropriate rate but not exceeding 2.0 standard hours.
- Mentoring 01 project, graduation thesis is counted up to 25 standard hours. Tutoring 01 master's thesis is counted up to 70 standard hours (the first instructor is charged 40 standard hours, the second instructor is counted 30 standard hours).
Tutoring 01 doctoral thesis is counted up to 200 standard hours (the first instructor is charged 120 standard hours, and the second instructor is counted at 80 standard hours).
- Prepare exam questions, review exams, mark the end of the semester exam
+ Compiling 01 multiple-choice test with answers calculated in 2.0 standard hours; 01 essay exam with answers equal to 1.5 standard hours; 01 practice exam with answers equal to 1.0 standard hour; 01 oral exam with answers calculated by 0.75 standard hours.
+ Consider the exam at the end of the semester, which is equal to 0.3 standard hours.
+ Marking 01 multiple-choice test is calculated by 0.1 standard hours; marking exam 01 essay is calculated by 0.2 standard hours.
+ Marking the oral exam, practicing 01 period in the lecture hall is equal to 0.5 standard hours; 01 hour outside the field, on the training ground, in the workshop is calculated as 0.75 standard hours.
- Compiling exam questions, reviewing exams, marking exams, marking projects, writing graduation theses, and evaluating theses and dissertations
+ Compiling 01 multiple-choice test with answers calculated in 2.5 standard hours; 01 essay exam with answers equal to 2.0 standard hours; 01 practice exam with answers equal to 1.5 standard hours; 01 question and answer exam with answers equal to 1.25 standard hours.
+ Consider graduation exam 01 period is calculated as 0.5 standard hours.
+ Marking 01 multiple-choice test is calculated by 0.2 standard hours; Marking exam 01 essay is calculated at 0.4 standard hours.
