The Vietnamese Teacher’s Day is specified in the Education Law 2019 issued on June 14, 2019 and officially effective from July 01, 2019.
Specifically, according to Article 75 of the Education Law 2019 of Vietnam: “The 20th of November is Vietnamese Teacher’s Day”.
In comparison with previous regulation of the Education Law 2005 of Vietnam, there is no change in Teachers' Day on November 20, and the Education Law 2019 does not stipulate anything more about November 20. However, the regulations on Teachers' Day on November 20 still apply in accordance with the following documents:
1. Decision No. 167-HĐBT in 1982 on Vietnamese Teacher’s Day
2. Circular No. 26-TT on the implementation of Vietnamese Teacher’s Day
3. Decree No. 111/2018/NĐ-CP of Vietnam’s Government stipulating the date of establishment, the traditional date and the response date of the ministries, branches and localities.
Based on the provisions of the above documents, Teachers' Day on November 20 this year has some notes as follows:
Firstly, according to Decree No. 111/2018/NĐ-CP, celebrations can only be held at ministries, branches and provincial agencies in a full year (a full year is a year with the last digit "0"). Therefore, the Vietnamese Teacher’s Day in this year (November 20, 1982 - November 20, 2020) is the 38th anniversary, so there will not be a big celebration at ministries, branches and provincial agencies.
Secondly, although there is no big celebration, on November 20, schools can rearrange their learning and teaching so that teachers can rest and participate in school and local activities.
Thirdly, before or on November 20, education administrators need to have a plan so that the leaders of the Party Committee, the government, the education council, the parents' association, agencies, enterprises, mass organizations, women and young people visit, organize intimate meetings and encourage and reward teachers, employees, and educational staff with achievements (including retired officials and teachers).
Fourthly, from October, education management levels The Education Union should actively report to the authorities and mass organizations to have a meeting to review the working situation and activities of the teaching staff; review what has been done and outline what needs to be done.
Finally, it is necessary to widely propagate the meaning of Vietnamese Teachers' Day in all branches and genders at all levels.
Thus, according to the Education Law 2019 of Vietnam, the regulations on Teachers' Day on November 20 this year remain unchanged compared to every year, compared to the old regulations. If nothing changes, according to the provisions of Decree No. 111/2018/NĐ-CP of Vietnam’s Government to 2022, teachers' day on November 20 will hold a celebration at ministries, branches and provincial agencies.
