HOT: The Decree No. 71/2020/ND-CP stipulating the roadmap for upgrading teachers' standards at all levels has been issued.

Recently, the Government of Vietnam has issued Decree 71/2020/ND-CP prescribing the roadmap for implementing the upgrade of training qualifications for preschool, elementary, and middle school teachers.

Teacher Standard Enhancement, Decree 71/2020/ND-CP

Decree 71/2020/ND-CP prescribing the roadmap for teacher standard enhancement at all educational levels

Decree 71/2020/ND-CP specifically prescribes the subjects required to implement the teacher standard enhancement as well as the principles for implementing the teacher standard enhancement roadmap as follows:

Subjects required to implement teacher standard enhancement:

- Preschool teachers who do not have a college degree in education or higher, and who have at least 7 years (84 months) of service left until the retirement age as of July 1, 2020.

- Primary school teachers who do not have a bachelor’s degree in primary education or a related field and a certificate of pedagogical training or higher, and who have at least 8 years (96 months) of service left until the retirement age as of July 1, 2020, for teachers with intermediate levels.

- Primary school teachers who do not have a bachelor’s degree in primary education or a related field and a certificate of pedagogical training or higher, and who have at least 7 years (84 months) of service left until the retirement age as of July 1, 2020, for teachers with college levels.

- Secondary school teachers who do not have a bachelor’s degree in education or a related field and a certificate of pedagogical training or higher, and who have at least 7 years (84 months) of service left until the retirement age as of July 1, 2020.

Principles for implementing the teacher standard enhancement roadmap:

- The determination and organization of the teacher standard enhancement roadmap must be consistent with the actual conditions of the teaching staff and the conditions of educational institutions and localities; ensuring that there is no shortage of teaching staff.

- The determination of teachers participating in the standard enhancement training must ensure the correct age and training level of the teachers. Priority should be given to arranging those teachers who have at least the minimum number of years of service left until retirement according to the prescribed ages above to participate in training first. For teachers who do not have the required years of service left and are not in the eligible group for standard level enhancement training, follow the regulations of the Minister of Education and Training.

- The implementation of the teacher standard enhancement roadmap must ensure objectivity, transparency, fairness, and efficiency.

Additionally, Decree 71/2020/ND-CP also specifies the detailed roadmap for the teacher standard enhancement for teachers at each educational level.
