Hot: 05 Notable Changes in Admissions to Police Schools from 2020

More cases eligible for direct admission, the applicants must be able to remain calm, have good memory, and not be too tall,… are notable changes in the regulations on admissions to People’s Public Security schools as stipulated in the Draft Circular replacing Circular 15/2016/TT-BCA, expected to come into effect from March 1, 2020.

To be specific, compared to the provisions of Circular 15/2016/TT-BCA, this Draft has updated several requirements for candidates applying for formal university education in the People's Public Security as follows:

Height Requirement: The Draft stipulates that males must have a height ranging from 164 cm to 195 cm, and females must have a height ranging from 158 cm to 180 cm. This implies that the Draft has set a maximum height limit for applicants. According to this regulation, males taller than 195 cm and females taller than 180 cm will not meet the criteria for admission to the university in the People's Public Security sector. (Currently, Circular 15 only requires males to be 1.64 m or taller and females to be 1.58 m or taller to qualify for the application)

Weight Requirement: The Draft does not specify weight conditions for applicants but will measure body mass index (BMI), calculated by weight (kilograms) divided by the square of height (meters), which must range from 18.5 to 30. (Currently, Circular 15 states that males must weigh at least 48 kg and females at least 45 kg to qualify for the application)

Vision Requirement: The Draft specifies conditions regarding the vision of applicants, stating that those with refractive errors such as myopia or hyperopia must not exceed 3 diopters; vision checked through glasses must be 10/10, and the combined vision of both eyes must be 19/10 or higher to qualify. (Currently, Circular 15 does not stipulate this condition)

Aptitude: The Draft requires applicants to be able to stay calm, quick, have a good memory, logical thinking, and other qualities (if any) as required by each specialized force within the People's Public Security. (This is a completely new condition added in the Draft, which is not specified in Circular 15)

In addition to the adjustments mentioned above, the Draft continues to uphold other conditions from Circular 15 such as: Applicants must be citizens with permanent residence registration in the locality where the preliminary examination is registered, no older than 20 years, with an exception for ethnic minorities who must be no older than 22 years; achieve good conduct grades or higher during high school or equivalent, unmarried and without biological children; meet the political standards as prescribed by the current regulations of the Ministry of Public Security; and more.

Regarding the Priority Cases: In addition to changing the conditions for applying to formal university education, this Draft also adds priority categories in admissions, applying a straight admission policy for the following cases:

+ Candidates participating in the national team selection exam for the International Olympiads with a subject matching the combination registered for admission to the People's Public Security schools (for new formal university recruitment);

+ Biological children of martyrs, severely wounded officers in the People's Public Security (disability rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Heroes of Labor in the People's Public Security ensuring the minimum quality threshold for intermediate-level education (for new formal intermediate-level recruitment);

+ Biological children of martyrs, severely wounded officers in the People's Public Security (disability rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Heroes of Labor in the People's Public Security (for secondary education).

Compared to Circular 15, this Draft has expanded the application of straight admission cases for applicants to People's Public Security schools. To be specific, Circular 15 only specifies straight admission cases for formal intermediate-level education and minor age cultural education, whereas this Draft, effective from March 1, 2020, will expand to include new formal university recruitment, new formal intermediate-level recruitment, and secondary education or minor age cultural education.
