Ho Chi Minh City: Absolutely “no extra classes” for primary school students

This is a notable content of the Official Dispatch No. 4290/GDĐT-TH in 2020 on strengthening management, directing activities of tutoring, learning and improving the learning quality of students issued by the Department of Education and Training of Ho Chi Minh City.

The Official Dispatch No. 4290/GDĐT-TH states that the Department of Education and Training of Ho Chi Minh City has received some feedback from teachers and parents at some primary schools in the city about teaching, learning and education activities, including tutoring and learning activities. The Education and Training Department requested the Heads of Education and Training Divisions to continue implementing for primary schools in the area to seriously strengthen the management and direction of tutoring activities as follows:

- Disseminate and master relevant documents on tutoring and to all staff and teachers under their management.

- Continue to strictly implement the regulations on tutoring of the Ministry of Education and Training of Vietnam, the regulations of the City People's Committee and other relevant provisions of the law.

Currently, documents on extra classes in Ho Chi Minh City include:

+ Circular No. 17/2012/TT-BGDĐT promulgating regulations on extra classes issued by the Minister of Education and Training of Vietnam;

+ Decision No. 2499/QĐ-BGDĐT in 2019 announcing the expiration of Articles: 6, 8, 9, 10, 11, 12, 13 and 14 of Circular No. 17/2012/TT-BGDĐT promulgating regulations on extra classes;

+ Decision No. 21/2014/QĐ-UBND on management of extra classes in Ho Chi Minh City

+ Decision No. 2140/QĐ-UBND in 2015 annulling Article 5 of the Decision No. 21/2014/QĐ-UBND on management of extra classes in Ho Chi Minh City issued by Ho Chi Minh City People’s Committee.

- Absolutely do not teach or take extra lessons for primary school students, except for the following cases: fostering in art, physical training and sports, practicing life skills.

- Closely supervise the observance of regulations on extra classes; strictly handle cases where teachers force students to learn extra classes in any way.

In addition, the Department of Education and Training also requires:

- Principals of educational institutions strengthen the inspection of teachers' professional work in several forms: attending classes, attending professional activities, checking lesson plans, teaching diaries (if any), student assessment records, etc. to support teachers to improve their professional capacity, towards improving the learning quality of students.

- Directing teachers:

+ Continue to innovate teaching contents, methods, and assessment methods towards promoting students' qualities and capacities; paying special attention to teaching object differentiation.

+ Focus on building educational plans, specific lesson plans, suitable for each student, paying special attention to students with learning difficulties.

+ Develop a plan to tutor students with learning difficulties, help them make progress.

- In case of necessity, organize a review and check the quality of students, absolutely do not run after achievements, ensure the quality of students when going to class.
