I am a Grade III primary school teacher in Vietnam with a current salary step of 7/12 and a salary coefficient of 3.06. Presently, my province is encouraging further studies for rank promotion. Regarding your matter, the Editorial Board of Lawnet has the following opinion:
According to the provisions of Clause 1 Article 9 of Joint Circular 21/2015/TTLT-BGDDT-BNV stipulating the codes and standards of professional titles of public primary school teachers, the professional title of Grade II primary school teacher applies a salary coefficient for public employees of category A1 (from a salary coefficient of 2.34 to a salary coefficient of 4.98), according to the professional payroll applicable to officials and public employees in public service providers of the State of Vietnam (Table 3) issued together with Decree 204/2004/ND-CP.

Your new salary change and grading is stipulated at Point a Clause 1 Section I Circular 02/2007/TT-BNV which guides the salary change and grading during rank promotion, transfer of rank/category for officials and public employees:
In case extra-seniority allowance has not yet been paid in the old rank, the salary coefficient in the new rank is determined based on the salary coefficient in the old rank which is equal to or higher than the nearest in the new rank.
In this case, you have not yet received the seniority allowance, and based on your current salary coefficient of 3.06, your new salary coefficient is 3.33 with a salary step of 4/10.
Additionally, the time for enjoying the salary in the new rank is calculated from the date of signing the decision on appointment to the new rank.
