Hanoi-Vietnam: New regulations on qualifications required for primary school teachers

Draft Circular stipulating the codes, standards of professional titles, and appointment, and salary arrangement for public primary school teachers in Vietnam is on the stage of seeking public comments online and is expected to take effect in 2020.

The draft provides detailed training and retraining qualifications for each professional title of primary school teacher in Vietnam as follows:

Grade I Primary School Teacher:

- Hold a master’s degree or higher in primary education or a discipline relevant to the subject being taught;

- Possess a foreign language proficiency level 3 as stipulated in Circular 01/2014/TT-BGDDT or an equivalent level or higher as per current regulations of the Ministry of Education and Training;

- Have an informatics proficiency meeting basic IT skills standards as specified in Circular 03/2014/TT-BTTTT and an equivalent level or higher as mandated by the Ministry of Education and Training;

- Hold a retraining certificate according to the standards for Grade I Primary School Teacher (or a retraining certificate for Grade II Primary School Teacher under Joint Circular 21).

Grade II Primary School Teacher:

- Hold a bachelor’s degree in a field related to teacher education or a bachelor’s degree in a discipline relevant to the subject being taught, accompanied by a pedagogical certificate for primary school teachers or higher;

- Possess a foreign language proficiency level 2 as stipulated in Circular 01/2014/TT-BGDDT or an equivalent level or higher as per current regulations of the Ministry of Education and Training;

- Have an informatics proficiency meeting basic IT skills standards as specified in Circular 03/2014/TT-BTTTT or an equivalent level or higher as mandated by the Ministry of Education and Training;

- Hold a retraining certificate according to the standards for Grade II Primary School Teacher or a retraining certificate for Grade III Primary School Teacher under Joint Circular 21/2015/TTLT-BGDDT-BNV as stipulated by the Ministry of Education and Training and the Ministry of Home Affairs.

Grade III Primary School Teacher:

- Hold a bachelor’s degree in a field related to teacher education or higher, or a university degree in a discipline relevant to the subject being taught, accompanied by a pedagogical certificate for primary school teachers or higher;

- Possess a foreign language proficiency level 1 or higher as stipulated in Circular 01/2014/TT-BGDDT or an equivalent level as per current regulations of the Ministry of Education and Training;

- Have an informatics proficiency meeting basic IT skills standards as specified in Circular 03/2014/TT-BTTTT and an equivalent level or higher as mandated by the Ministry of Education and Training;

- Hold a retraining certificate according to the standards for Grade III Primary School Teacher.

Grade IV Primary School Teacher:

- Be a teacher whose training level does not meet the qualifications as defined at point b, clause 1, Article 72 of the Education Law 2019; (i.e., does not hold a university degree related to teacher education or a university degree in a discipline relevant to the subject being taught, accompanied by a pedagogical certificate for primary school teachers or higher);

- Have informatics proficiency that meets basic IT skills standards as specified in Circular 03/2014/TT-BTTTT and an equivalent level or higher as mandated by the Ministry of Education and Training.

Currently, as under Joint Circular21, the professional titles of primary school teachers only consist of three levels: Grade IV, Grade III, and Grade II, where Grade IV is for teachers holding a secondary school diploma in primary education or relevant disciplines, Grade III is for teachers holding a college degree in primary education or relevant disciplines, and Grade II is for teachers holding a university degree in primary education or relevant disciplines.
