Hanoi-Vietnam: Expected professional title-based payroll applicable to teachers at all educational levels

The Vietnam Ministry of Education and Training is drafting 4 Circulars stipulating the codes, standards for professional titles, and the appointment and salary classification of preschool, primary, lower secondary, and upper secondary school teachers. Currently, these Drafts are in the process of seeking online public consultation and are expected to be issued and take effect in 2020.

One notable content specified in these 4 Drafts is the regulation that preschool, primary school, and lower secondary school teachers will receive salaries according to 4 professional title grades (currently, there are 3 grades). Among them, Grades I, II, and III apply to teachers who have met the qualifications as stipulated in Article 72 of the Education Law 2019, while Grade IV applies to teachers who have not yet met the qualifications according to the Education Law 2019.

Clause 1, Article 72 of the Education Law 2019 stipulates the qualifications for preschool, primary, lower secondary, and upper secondary school teachers from July 1, 2020, as follows:

Article 72. Qualifications for Teachers

1. Qualifications for teachers are specified as follows:

a) Have a college degree in early childhood education or higher for preschool teachers;

b) Have a bachelor's degree in teacher training or higher for primary, lower secondary, and upper secondary school teachers.

In case the subject does not have enough teachers with a bachelor's degree in teacher training, a bachelor's degree in a relevant major and a certificate in pedagogy are required;

Being a teacher who has not yet met the qualifications specified in point b, clause 1, Article 72 of the Education Law 2019

Primary School Teacher

Grade I

From a salary coefficient of 4.40 to a salary coefficient of 6.78

Having a master's degree or higher in primary education or a major suitable to the teaching subject

Grade II

From a salary coefficient of 4.00 to a salary coefficient of 6.38

Having a bachelor's degree in teacher training or higher or a bachelor's degree in majors suitable to the teaching subject together with a pedagogical professional certificate for primary school teachers or higher

Grade III

From a salary coefficient of 2.34 to a salary coefficient of 4.98

Having a bachelor's degree in teacher training or higher or a university degree in a major suitable to the teaching subject together with a pedagogical professional certificate for primary school teachers or higher

Grade IV

- From a salary coefficient of 1.86 to a salary coefficient of 4.06 for primary school teachers with intermediate qualifications

- From a salary coefficient of 2.10 to a salary coefficient of 4.89 for primary school teachers with a college degree

Being a teacher who has not yet met the qualifications specified in point b, clause 1, Article 72 of the Education Law 2019

Lower secondary school teacher

Grade I

From a salary coefficient of 4.4 to a salary coefficient of 6.78

Having a master's degree or higher in the right or appropriate discipline

Grade II

From a salary coefficient of 4.00 to a salary coefficient of 6.38

Having a bachelor's degree in teacher training or higher or a bachelor's degree in majors suitable to the teaching subject together with a pedagogical professional certificate for lower secondary school teachers or higher

Grade III

From a salary coefficient of 2.34 to a salary coefficient of 4.98

Having a bachelor's degree in teacher training or higher or a bachelor's degree in majors suitable to the teaching subject together with a pedagogical professional certificate for lower secondary school teachers or higher

Grade IV

From a coefficient of 2.10 to a salary coefficient of 4.89

Being a teacher who has not yet met the qualifications specified in point b, clause 1, Article 72 of the Education Law 2019

Upper secondary school teacher

Grade I

From a salary coefficient of 4.40 to a salary coefficient of 6.78

Having a master's degree or higher in the right or appropriate discipline

Grade II

From a salary coefficient of 4.0 to a salary coefficient of 6.38

Having a bachelor's degree in teacher training or higher or a bachelor's degree in an appropriate discipline or higher and having a certificate of pedagogical professional training for upper secondary school teachers

Grade III

From a salary coefficient of 2.34 to a salary coefficient of 4.98

Having a bachelor's degree in teacher training or higher or a bachelor's degree in an appropriate discipline or higher and having a certificate of pedagogical professional training for upper secondary school teachers

Note, if these Drafts are approved, there will no longer be recruitment for Grade IV preschool, primary, or lower secondary school teachers but only for Grade III teachers and higher.
