Hanoi-Vietnam: Dissemination of increased loan amounts for pupils and students in Civic Activity Week (2017 - 2018)

This is the directive of the Vietnam Ministry of Education and Training in Official Dispatch 3333/BGDDT-GDCTHSSV regarding the guidelines for organizing "Civic Activity Week - pupils and students" in universities, pedagogical colleges, secondary pedagogical schools for the 2017-2018 academic year.

The Ministry requires schools to effectively organize the Civic Activity Week for pupils and students at the start of the year, beginning of the course, mid-course, and end of the course during the 2017-2018 academic year, focusing on the following contents:

- The credit loan amount for pupils and students increased to 1,500,000 VND/month/student (under Decision 751/QD-TTg dated May 30, 2017);

- The regulation on the assessment of the training results of pupils and students in full-time undergraduate education (under Circular 16/2015/TT-BGDDT);

- The regulation on student affairs for full-time undergraduate education (under Circular 10/2016/TT-BGDDT);

- Regulations on pupils' and students' on-campus and off-campus living;

- Dissemination and education on laws concerning the prevention and combat against crime, social evils, HIV/AIDS, drugs, prostitution, and the harmful effects of online games with violent and unhealthy content;

- Guidance on the effective use and exploitation of information on the internet and social networks;

- Dissemination, education on basic legal regulations (human rights, citizens' rights according to the 2013 Constitution);

- Propaganda about school security and safety, building a safe, healthy, and friendly educational environment, preventing and combating school violence;

- Education of pupils and students on traffic safety rules, wearing standard and conformable helmets; actively yielding and being friendly with other traffic participants; limiting the use of horns, and being ready to help traffic accident victims.

According to the guidance in Official Dispatch 3333, the school will develop, issue, and implement the civic education program as follows:

- Program for the beginning of the course: For new pupils and students:

+ Equip new pupils and students with the essential initial knowledge upon enrollment, guiding their major and career orientation at the school;

+ Implement various activities to enhance the effectiveness of moral education; guide pupils and students to participate in clubs, and scholarship programs from enterprises for pupils and students, etc.;

- Mid-course program: For pupils and students from the second year and not including the final year: Provide new content, knowledge, and information for the 2017-2018 academic year, with in-depth study topics on matters related to pupils and students, life skills, career skills, community and social responsibilities; social evils prevention, drugs, prostitution; global issues, and the requirements of international integration; orient the entrepreneurship program for pupils and students...

- Program for the end of the course: For final-year pupils and students, preparing for graduation:

+ Equip pupils and students with some knowledge of entrepreneurship, job application skills, and effective working methods, organize meetings between pupils and students and enterprises, access information on human resources, organize job fairs; scholarship programs from enterprises for pupils and students; study the content of legal codes (Labor, officials and public employees, Commercial Law...) so that pupils and students can apply immediately after graduation.

+ Inform student credit and repayment responsibilities for pupils and students involved in loan programs.
