ASSESSMENT AND GRADING NOTE FOR THE QUALITY OF PUBLIC EMPLOYEES IN VIETNAM
From August 20, 2020 - the effective date of Decree 90/2020/ND-CP, teachers who are public employees shall be subject to assessment and grading of their quality according to the new criteria below:

Article 3. General criteria for assessing and grading the quality of officials and public employees 1. Ideological politics a) Comply with the Party's guidelines, guidelines and regulations, the State's policies and laws and the Party's organizational and disciplinary principles, especially the principles of democratic centralization, self-criticism and criticism; b) Having strong political views and bravery; steadfast in taking a stand; not wavering in the face of all difficulties and challenges; c) Putting the interests of the Party, the nation - the nation, the people and the collective above personal interests; d) Have a sense of studying, studying and applying Marxism-Leninism, Ho Chi Minh Thought, resolutions, directives, decisions and documents of the Party. 2. Ethics and lifestyle a) Not embezzlement, corruption, negativity, wastefulness, bureaucracy, opportunism, self-interest, bossiness or gatekeeping; there are no signs of deterioration in morality, lifestyle, self-evolution and self-transformation; b) Having an honest, humble, sincere, pure and simple lifestyle; c) Having the spirit of solidarity and building clean and strong agencies, organizations and units; d) Do not allow relatives and acquaintances to abuse their positions and powers for self-seeking purposes. 3. Working manners and practices a) Be responsible for their work; dynamic, creative, dare to think, dare to do, flexible in performing tasks; b) Scientific, democratic and principled working methods; c) Having a sense of responsibility and coordination in the performance of tasks; d) Having a proper attitude and standard working style and manners, meeting the requirements of the public service culture. 4. Sense of discipline a) Comply with the organization's counterattack; b) Comply with regulations, regulations and internal rules of agencies, organizations and units where they work; c) Declare and publicize assets and incomes as prescribed; d) Report fully and truthfully, provide accurate and objective information on contents related to the performance of assigned duties and tasks and activities of agencies, organizations and units to their superiors when requested. 5. Results of performance of assigned duties and tasks a) For leading and managerial officials and public employees: Thoroughly grasp, institutionalize, and implement the Party's guidelines and policies, the State's policies and laws at agencies, organizations, and units; Maintain discipline and discipline in agencies, organizations and units; not to allow cases and violations of discipline and law to be handled, and prolonged complaints and denunciations; prevent and combat corruption and waste within agencies, organizations and units; Lead, direct and organize the examination, inspection, supervision and settlement of complaints and denunciations according to their competence; direct and implement administrative reform, reform of the regime of official duty and officials at agencies, organizations and units; Formulate annual programs and plans of agencies, organizations and units assigned to manage and be in charge, in which the results of the implementation of targets, tasks, and quantifiation by specific products are clearly defined. b) For officials and public employees who do not hold leading or managerial positions: Results of task performance in accordance with law, according to the set plan or according to the specific tasks assigned; volume, progress and quality of task implementation; The attitude of serving the people and enterprises towards the positions in direct contact or directly handling the affairs of the people and enterprises. |
