1. Requirements for assessment according to professional standards for teachers in Vietnam
Article 9 of Circular 20/2018/TT-BGDDT stipulates the Requirements for assessment according to professional standards for teachers as follows
- Objective, comprehensive, fair and democratic assessment.
- Carry out assessment according to the quality, capacity and process of working of teachers in specific conditions of the school and local area.
- Carry out assessment according to the level of each criterion achieved in Chapter II of this Regulation and have authentic and appropriate evidences.
2. Level of qualification in Vietnam
In Clause 6, Article 3 of Circular 20/2018/TT-BGDDT, the level of qualification means the level that a teacher has reached in development of quality and capacity of each criterion. There are three levels in ascending order: qualified, good, excellent. The higher level includes the requirements of the adjacent lower level.
- Qualified: The teacher has the quality and capacity to perform assigned tasks in teaching and education for students according to regulations;
- Good: the teacher has the quality and capacity for self-study, self-practice, innovation in performance of assigned tasks;
- Excellent: the teacher has the positive influence on the students, colleagues, students' parents or guardians in formulation of the educational objectives of general education institutions and the development of local education.
3. The process of assessment and classification of results of assessment according to professional standards for teachers in Vietnam
Articles 10 and 11 of Circular 20/2018/TT-BGDDT stipulate the process of evaluating and classifying assessment results according to professional standards of teachers as follows:
3.1. Process of assessment and classification of results of assessment according to professional standards for teachers
- The teachers shall carry out self-assessment according to professional standards for teachers
- The general education institutions shall collect opinions from colleagues of teachers subject to assessment according to the professional standards of teachers in the professional group.
- The heads of the general education institutions shall access and notify the results of assessment of teachers according to the results of self-assessment, opinions of colleagues and actual performance of duties via authentic and appropriate evidences.
3.2. Classification of the results of assessment according to professional standards for teachers
- Excellent: All criteria shall reach good level or higher; in which, at least 2/3 of the criteria shall reach the excellent level. In particular, the criteria in Article 5 of this Regulation shall reach the excellent level;
- Good: All criteria shall reach qualified level or higher; in which, at least 2/3 of the criteria shall reach the good level or higher. In particular, the criteria in Article 5 of this Regulation shall reach the good level or higher;
- Qualified: All criteria shall reach qualified level or higher;
- Unqualified: One of the criteria is not satisfied because the requirements for that qualification level are not fully satisfied.
4. Frequency of assessment according to professional standards for teachers in Vietnam
In Article 11 of Circular 20/2018/TT-BGDDT, the frequency of assessment according to professional standards for teachers is as follows:
- The teachers shall carry out self-assessment once a year at the end of the school year.
- The heads of general education institutions shall assess teachers every two years at the end of the school year.
- In special cases, with the consent of the superior management agency, the school can shorten the frequency of assessment.
