Good News: Preschool Teachers in Areas with Industrial Parks Will Receive Support

Draft of the second version of the Decree stipulating policies on preschool education development is currently open for public consultation and is expected to come into effect in 2020.

This draft has added a new group eligible for monthly support, which includes preschool teachers at preschool education establishments located in industrial zones who directly care for and educate children of workers and laborers working in industrial zones.

To be specific, according to the provisions in Clauses 1 and 2 of Article 7 Draft Decree:

1. Preschool teachers at public preschool education establishments are supported with a cash allowance, at least equal to 50% of the statutory pay rate per month. The support period is based on the actual number of months of teaching, with a maximum of 9 months per academic year.

2. Preschool teachers at licensed non-public preschool education establishments are supported with a cash allowance, at least equal to 50% of the statutory pay rate per month. The support period is based on the actual number of months of teaching, with a maximum of 12 months per academic year.

Thus, in the coming time, if this draft is approved, teachers who directly care for and educate children of workers and laborers working in industrial zones will receive monthly support.

Moreover, the Draft also specifies that for teachers at public preschool education establishments, the support is paid along with the salary of the month and is not used for calculating social insurance, health insurance, and unemployment insurance contributions; for teachers at non-public establishments, this support amount is outside the agreed salary between the non-public preschool education establishment owners and the teaching contract teachers.

This is a very commendable new regulation of the Draft. Currently, Decree 06/2018/ND-CP does not have a support policy for teachers in areas with industrial zones. This support policy by the Government of Vietnam will help improve the living standards and attract teachers to work in industrial zone areas, thereby contributing to economic-social development.
