1. Abolish the requirement for a professional title certificate by faculty class

Specifically, in Clause 1, Article 1, Clause 1, Article 2 of Circular 04/2022/TT-BGDĐT , all three classes of lecturers will have the same conditions of "having a certificate of training according to the professional title standards of lecturers". , in there:

- For lecturers who teach at public pedagogical colleges , the same conditions are met: a certificate of training according to the professional title standards of a teacher of a pedagogical college.

- For lecturers who teach at public higher education institutions , the same conditions are met: a certificate of training according to the professional title standards of a university lecturer.

(Compared to the current one, the requirement to have a training certificate is removed according to the professional title standards of lecturers for each class)

Thus, lecturers will only need a single certificate instead of requiring a certificate of training to the corresponding professional title standards to enter each category of professional titles as current regulations.

This new point is consistent with the provisions of Decree 89/2021/ND-CP amending and supplementing a number of articles of Decree 101/2017/ND-CP on training and retraining of cadres and civil servants. officials.

2. Previous professional title certificates are considered to meet the certification standards under the new regulations

Pursuant to Clause 2, Article 1, Clause 2, Article 2 of Circular 04/2022/TT-BGDDT stipulates as follows:

- Public employees who have been appointed to the professional title of teaching officer in pedagogical colleges or teaching officer in public higher education institutions as prescribed by law before April 19 2022, it is determined to meet the regulations on standards for public employee professional titles specified in Circular 04/2022 corresponding to the appointed professional title.

- Officials who have obtained training certificates according to professional title standards of teaching officers in public pedagogical colleges or teaching officers in public higher education institutions as prescribed by law. the law before June 30, 2022 , it is determined to meet the requirements for training certificates according to the standards of professional titles of public employees ;

At the same time, it is used when taking an exam or considering promotion to a professional title and not having to study a refresher program according to the professional title standards of a teacher training college or university lecturer as prescribed in Circular 04. 2022 .

Thus, officials at teacher training colleges and public universities who have been appointed previously are considered to meet the regulations on professional title standards for public employees. At the same time, lecturers who have obtained professional title certificates before will not have to re-study professional title certificates according to the new Circular 04/2022.
