To be specific, according to the spirit of Resolution 27/NQ-TW, in the public sector, the State will pay salaries for officials and public employees and armed forces based on job position, title, and leadership position, in accordance with the State's resources and public service revenue, ensuring a reasonable correlation with market labor wages.
In which, from 2021, new uniform salary policies will be implemented for officials and public employees, armed forces across the entire political system, and a single professional salary table will be constructed according to the official rank and public employee's professional title applied uniformly to officials and public employees without leadership titles, with a salary increase roadmap according to the following stages:
- In 2021, the lowest salary of officials and public employees will be equal to the average lowest wage of the enterprise sector across regions. Periodically, the salary level will be raised in accordance with the consumer price index, economic growth rate, and the state budget's capacity.
- By 2025, the lowest salary of officials and public employees will be higher than the average lowest wage of the enterprise sector across regions.
- By 2030, the lowest salary of officials and public employees will be equal to or higher than the lowest wage in the highest region of the enterprise sector.
Thus, it can be seen that from 2021, the salaries of officials and public employees in general and teachers in particular will increase according to a specific roadmap, by 2030, the lowest salary of teachers will be equal to or higher than the lowest wage in the highest region of the enterprise sector.
Note:
- The new salary table applied to teachers from 2021 will no longer include seniority allowance and will not be calculated according to the statutory pay rate as currently, but will build a basic salary at a specific amount in the new salary table (this basic salary will include party, social-political organization duty allowances; public service allowances).
- During the period from July 2020 until the new salary policy is applied in 2021, teachers' salaries will still be implemented according to the regulations of the Government of Vietnam. Specifically, from July 1, 2020, to December 31, 2020, teachers will still receive a salary based on the current coefficient multiplied by the new statutory pay rate of 1,600,000 VND/month.
