From March 20, 2021, salary coefficients of primary school teachers to increase up to 6.78

Circular 02/2021/TT-BGDĐT on the codes, standards for professional titles and appointment and salary ranking of teachers in public primary schools, effective from March 20, 2021. In which, there will be many primary school teachers who can enjoy the highest salary coefficient of up to 6.78 in Vietnam.

Specifically, in Vietnam's Circular 02/2021/TT-BGDDT, it is clear that public employees appointed to the professional titles of primary school teachers specified in this Circular may apply the corresponding quantity table promulgated together with this Vietnam's Decree 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees, and the armed forces, specifically as follows:

  • Grade III primary school teachers, code V.07.03.29, may apply the salary coefficient of grade A1 officials, from the salary coefficient 2.34 to the salary coefficient 4.98;
  • Grade II primary school teachers, code V.07.03.28, may apply the salary coefficient of class A2 officials, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

  • Grade I primary school teachers, code V.07.03.27, are entitled to the salary coefficient of grade A2 officials, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

In particular, for the professional title of primary school teacher grade I, this Circular prescribes professional ethics standards, training and retraining qualifications, and standards of professional and professional competence as follows:

(1) Standards of professional ethics:

In addition to the standards of professional ethics of Grade II primary school teachers, Grade I primary school teachers must be exemplary in teaching ethics and advocate and support colleagues to well implement the regulations on ethics. teacher virtue.

(2) Standards of training and retraining qualifications:

- Possess a master's degree or higher in the field of teacher training for primary school teachers, or having a master's degree or higher in a discipline relevant to the subject to be taught, or having a master's degree in educational management or higher;

- Have a certificate of training according to the professional title standards of a grade I primary school teacher.

(3) Standards of professional competence:

- Actively, proactively implement and propagate, mobilize and guide colleagues to implement the guidelines, policies, and laws of the Party and State, regulations and requirements of the industry, and local primary education on assigned tasks;

- Be proactive, flexible, and creative in implementing educational plans to suit students, schools, and localities; support colleagues to well implement teaching and educational plans;

- Actively and proactively share experiences, guide and support colleagues, students' parents and the community to improve the effectiveness of students' education;

- Have the ability to evaluate or guide colleagues to make applied pedagogical scientific research products at the district level or higher;

- Have the ability to apply information technology in performing the tasks of primary school teachers of grade I and be able to use foreign languages or ethnic minority languages in a number of specific assigned tasks;

- Be recognized as an emulation soldier at ministerial/department/sector/provincial level or higher; or a certificate of merit from the provincial level or higher; or being recognized as having achieved one of the following titles: excellent teacher, good classroom teacher, teacher in charge of the excellent Ho Chi Minh Young Pioneers Team at district level or higher;

- Officials who take the exam or consider for promotion to the rank of primary school teacher of grade I (code V.07.03.27) must have held the professional title of class II primary school teacher for a period of time (code V.07.03.28) or equivalent for 06 (six) years or more, up to the deadline for submitting the application for exam registration or consideration for promotion.

Thus, from March 20, 2021, for primary school teachers with a master's degree or higher in the field of teacher training for primary school teachers, or with a master's degree or higher in a discipline relevant to the subject to be taught, or holding a master's degree in education administration or higher, having held the professional title of class II primary school teacher (code V.07.03.28) or equivalent for at least 06 (six) years or more, by the deadline for submitting the application for examination or consideration for promotion and meeting the above criteria, they will be classified into the professional title of primary school teacher class I and have the salary coefficient of public employees of class A2, group A2.1 and the highest salary coefficient of 6.78.

Currently, according to Vietnam's Joint Circular 21/2015/TTLT-BGDDT-BNV, the highest salary coefficient for the highest-ranking primary teacher (class II) professional title is only 4.98.
