In early 2021, the Ministry of Education and Training of Vietnam issued Circulars 01, 02, and 03 on the appointment and salary arrangement of education teaching staff for preschool, primary, and lower secondary school teachers. According to the new regulations, teachers at all levels will be given a salary increase and a new rank, but there are also teachers who will be relegated if they follow this regulation.
From March 20, 2021: 04 groups of teachers to degrade if not meeting new standards in Vietnam (Illustration).
Specifically, the following groups of teachers will not be assigned to the corresponding new professional certification class in Vietnam:
- First, the old grade II preschool teacher (code V.07.02.04) who has not yet met the standards of the corresponding grade will be appointed to the new class III preschool teacher professional title (code V.07.02.26).
- Second, the old grade II primary school teacher (code V.07.03.07) who has not yet met the standards of the new class II will be appointed to the new class III primary school teacher professional title (code V.07.03.29).
- Third, the old Grade II lower secondary school teacher (code V.07.04.11), who has not yet met the standards of the new Grade II, shall be appointed to the new rank of III lower secondary school teacher professional title. code V.07.04.32).
- Fourth, the old Grade I lower secondary school teacher (code V.07.04.10) who has not yet met the standards of the new Grade I shall be appointed to the new rank II lower secondary school teacher professional title. code V.07.04.31).

Therefore, if the above groups of teachers do not meet the standards according to Circulars 01, 02, and 03 issued by the new Ministry of Education and Training, they will be relegated to the old rank. However, this relegation does not affect teachers' new salaries because the increase in the standard for teachers means that teachers' salaries also increase compared to the previous standard. Therefore, even if there is relegation, the salary will remain the same.
For example: For an old grade II preschool teacher with a salary coefficient from 2.10 to 4.89, if the new grade II teacher does not meet the new grade II criteria, they will have to be downgraded to a new grade III. New grade III children have salary coefficients ranging from 2.10 to 4.89. Therefore, the old grade II preschool teacher was only relegated to grade III, but the salary remained unchanged from the previous salary.
Note: The above relegation only applies to preschool teachers who have graduated from a pedagogical college or higher; primary and lower secondary school teachers who have obtained a bachelor's degree in teacher training or higher; or a bachelor's degree in a relevant discipline (with a certificate of professional training in pedagogy). Teachers who do not meet the standards will continue to keep the previously appointed rank until they meet the standards for the subjects that they are required to study to meet the standards; they will continue to keep the rank until retirement for those who are not subject to the standard upgrade.
