From 2019, Tightening Conditions, Reducing the Content of Excellent Teacher Examinations at All Levels

Here is the noteworthy content in the Draft Circular regulating the recognition of excellent teachers and excellent homeroom teachers at preschool and general education levels, currently under the process of soliciting feedback.

To be specific, according to this Draft, preschool teachers and general education teachers at all levels are eligible to participate in the Excellent Teacher Contest when they meet the following conditions:

1. For preschool teachers

- School level: Preschool educational institution teachers must achieve professional standards at a good level or higher (of the year immediately preceding the year of participation in the Contest), with criteria 1, 3, 4, 5, 6, 7, 8, and 9 specified in Circular 26/2018/TT-BGDDT at an excellent level.

- District level: Teachers participating in the district-level Contest must be recognized as excellent school-level teachers for 02 consecutive years, with the second year being the year of registration for the district-level Excellent Teacher Contest. (According to current regulations, teachers participating in the district-level Contest, in addition to meeting the conditions of school-level teachers, must achieve the level of excellent school-level teachers of that year or of the previous year).

- Provincial level: Teachers participating in the provincial-level Contest must be recognized as excellent district-level teachers twice consecutively, with the second time being the year of registration for the provincial-level Excellent Teacher Contest. (According to current regulations, teachers participating in the provincial-level Contest, in addition to meeting the conditions of district-level teachers, must be excellent district-level teachers at least once in the past 3 years).

2. For general education teachers at all levels

- School level: Teachers must achieve professional standards at a good level or higher (of the year immediately preceding the year of participation in the Contest), with criteria specified in Standard 2 (Standard: Professional development) defined in Circular 20/2018/TT-BGDDT at an excellent level.

- District level: Teachers must be recognized as excellent school-level teachers for 02 consecutive years, with the second year being the year of registration for the district-level Excellent Teacher Contest.

- Provincial level: Teachers must be recognized as excellent district-level teachers twice consecutively, with the second time being the year of registration for the provincial-level Excellent Teacher Contest (for elementary and middle school teachers) and school-level teachers twice in the preceding 04 years, with the second time being the year of registration for the provincial-level Excellent Teacher Contest (for high school teachers).

Regarding the contest content, instead of having to report, take exams, and practice teaching two lessons as per current regulations, teachers participating in the Excellent Teacher Contest only need to complete two tasks.

- Practice one educational activity (for preschool teachers) or teach one lesson (for general education teachers).

- Present effective teaching measures within the school, with a presentation time not exceeding 30 minutes.

For the practice test content, teachers are notified and have time to prepare for the educational activity/lesson within no more than 03 days before the test date. (According to current regulations, teachers are notified and have at least 1 week to prepare for the teaching practice before the test date).

The activities/lessons practiced for the Contest are held for the first time in the classroom with the existing number of children/students in the class. Practicing the educational activity/lesson for the Contest is not allowed anywhere during the school year in which the Contest is held.

It can be seen that the Draft has tightened the conditions for participating in the Excellent Teacher Contest and shortened the time for preparing contest content, while the contest content has been reduced compared to current regulations.
