Evaluate and classify the quality of cadres, civil servants and public employees in the school year in Vietnam 2021-2022

Ho Chi Minh City Department of Education and Training has just issued Dispatch 1396/SGDĐT-TCCB in 2022 about evaluate and rank the quality of cadres, civil servants and public employees in the school year 2021-2022

On May 6, 2022, the Department of Education and Training of the province 13096/SGDDT-TCCB on assessment and classification of public officials and public employees in the academic year 2021-2022 Specify the composition of the application package and time limit for submission to the Department of Education and Training.

Are the dossier submitted to the Department of Education and Training?

Pursuant to Section 1 of the Official Dispatch No.1396/SGDDT-TCCB in 2022 on application documents for submission to the Department of Education and Training as follows:

Units shall send applications for evaluation of public employees managing public sector entities in the academic year 2021-2022, including:

- Meeting minutes of assessment and rating of public employee quality of the units (Form No.

- Minutes of the meeting (Party committee committee)/document on comments and assessments from the Party committee of the entity where the public employee works (Form No.

- A list of results of quality assessment and ranking (made by the unit itself);

- A slip of assessment and rating of quality of managers of the unit;

- Table of consolidated reports on assessment and ranking of quality of public employees in the academic year 2021-2022.

What is the time limit and method for filing?

Pursuant to Section 2 of the Official Dispatch No. 13096/SGDDT-TCCB in 2022, the time limit and form of application shall be provided as follows:

- Deadline for application: From May 25, 2022 to May 31, 2022.

- Form of dossier submission:

+ Send the paper dossier according to the prescribed composition to the Personnel Division.

+ Submit the summary report form on results of evaluation and classification of public employees in the academic year 2021-2022 (comprising 02 forms designed in excel file) to the email address: ltlnga.sgddt@tphcm.gov.vn; cvcuong.sgddt@tphcm.gov.vn.

What is the way to evaluate and classify the quality of cadres, public servants and officers?

Pursuant to Article 2 of the Decree No. 90/2020/ND-CP prescribing the principles for assessment and rating of quality of officials, public servants and officers as follows:

"Article 2. Article 3.- Principles for assessment and classification of quality of cadres, civil servants and public employees

1. Ensure objectivity, fairness and accuracy; not to pool handles, retaliate, position and form; to ensure proper competence in management and evaluation of cadres, civil servants and public employees.

2. Quality assessment and rating must be based on the assigned responsibilities, tasks and results of task performance through specific jobs and products; for leading and managerial cadres, civil servants and public employees, their performance results must be associated with task performance results of agencies, organizations or units assigned to them for management.

3. Cadres, civil servants and public employees who have worked in a year for less than 6 months will not be evaluated and classified as quality but still be examined their working time in the year, except for maternity leave."

Officials, public employees who take leave without participating in work as prescribed by law in a year from 03 to less than 06 months shall be still evaluated but not graded in quality grade at the level of good fulfillment of tasks or more.

Officials and public employees who take maternity leave as prescribed by law, the result of quality grade in the year is the result of quality grade of their actual working time in that year.

Results of assessment and ranking of quality of public officials and public employees as prescribed in this Decree shall be used as a basis for the interconnection in assessment and ranking of party members."

What is the result of evaluation of cadres, public servants and officers?

Pursuant to Article 21 of the Decree No. 90/2020/ND-CP stipulating the use of result of evaluation of cadres, public servants and officers as follows:

"Article 21. Use of assessment results of cadres, civil servants and public employees

Results of assessment and ranking of the quality of public officials and public employees shall serve as the basis for arranging, employing, training, ranking or promotion of professional titles, planning, appointment, dismissal, reassignment, secondment, commendation, disciplining, evaluation and ranking of the Communist Party members, and implementing other policies applicable to public officials and public employees."

Accordingly, the Department of Education and Training of Ho Chi Minh City shall request the Prime Minister to implement the instructions and submit the applications for evaluation and rating of public employees in the academic year 2021-2022 in a sufficient and timely manner in order to submit them to the Director for evaluation within his/her jurisdiction.
