Elementary School Students May Skip Grades Within Their Educational Level

This is the new content in the Draft Circular on the Charter of Primary Schools, to replace Circular 41/2010/TT-BGDDT promulgating the Charter of Primary Schools currently being solicited for opinions by the Ministry of Education and Training.

Compared to Circular 41/2010/TT-BGDDT, the draft contains many new points, notably the regulation allowing primary school students to skip grades. Specifically, Point e Clause 1 Article 36 of the Draft stipulates:

e) Students with good physical strength and early intellectual development may be allowed to skip grades within the scope of their education level.

Procedures for considering each specific case are carried out as follows:

- Parents submit a request to the school;

- The principal establishes a survey and advisory council, including: the principal or vice-principal and the School Parent Representative Board; the teacher of the class the student is attending, the teacher of the upper class, the medical staff, the team leader;

- Based on the survey results of the advisory council, the principal reviews and makes the decision.

Thus, according to this draft, parents may allow their children to skip grades, enabling students to access and complete the goals set out by the new general education program early.

Additionally, the Draft emphasizes that students must fully and effectively perform learning tasks and particularly know how to self-study under the guidance of teachers; actively and positively participate in experiential activities, apply learned knowledge to real-life situations; exercise and maintain personal hygiene.

Furthermore, they must be filial to their parents and grandparents; respect and be polite to teachers and elders; unite, love, and help friends, younger children, the elderly, the disabled, and those in difficult circumstances, etc.
