Elementary school’s Charter of Vietnam: Teachers are not allowed to criticize students in front of the whole class

Elementary school’s Charter is promulgated together with the Circular No. 28/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam. This Charter has stipulated that teachers are not allowed to criticize students in front of the whole class, in front of the whole school. This is considered a humane rule and can help change students' behavior in the future.

Specifically, according to Clause 3 Article 38 of the Elementary school’s Charter promulgated together with the Circular No. 28/2020/TT-BGDĐT, students with defects in the process of learning, training and emulation movements, depending on the severity of the violation, the following disciplinary measures shall be taken:

- Reprimanding, direct support and helping students to make better progress;

- Notifying the student's parents in order to cooperate in helping the student overcome his/her weaknesses.

- In particular, teachers are not allowed to criticize students in front of the whole class, in front of the whole school or in a general meeting with the student's parents.

In comparison with Clause 2 Article 44 of the Elementary school’s Charter promulgated together with the Circular No. 41/2010/TT-BGDĐT, depending on the extent of the violations committed by primary schoolers, they shall be:

- Reprimanded; or

- Given a notice from the school to their families.

It can be seen that the Elementary school’s Charter in Circular No. 28/2020/TT-BGDĐT has many new points compared to the previous one. In particular, the provision that teachers do not criticize students in front of the whole class and the whole school is a humane rule and can help change students' behavior, instead of criticizing in front of the class, reminding, direct support and helping students to make better progress helps students feel the love and care and respect of teachers, and at the same time helps the teacher-student relationship become closer and closer.

In addition to the provision prohibiting teachers from criticizing students in front of the whole class, in front of the whole school or in a general meeting with students' parents, the Elementary school’s Charter promulgated together with the Circular No. 41/2010/TT-BGDĐT has also annulled the provision that teachers are not allowed to use cell phones while teaching compared to previous regulation. Specifically, according to Article 31 of the Elementary school’s Charter promulgated together with the Circular No. 41/2010/TT-BGDĐT, teachers should pay attention to behavior and dress as follows:

- Do not misrepresent educational content or teach false content of knowledge;

- Do not cheat in assessment tests, intentionally misjudge students' educational results;

- Do not force students to learn more for material purposes;

- Do not waste time, skip lessons, arbitrarily mutilate educational content;

- Do not offend the dignity, honor, or infringing upon the body of others; no smoking; drink beer; disrupt security and order.

The Elementary school’s Charter 2020 of Vietnam does not strictly regulate the use of phones by teachers anymore, during teaching hours, teachers can use phones in case of necessity.
