Direct Admission to Police Schools Expanded from 2020

Draft Circular stipulating the recruitment in the People's Public Security to replace Circular 15/2016/TT-BCA is currently open for comments, expected to take effect from March 1, 2020.

In addition to adjusting the conditions for candidates applying to regular university studies at People's Public Security, this Draft also adds priority groups in admissions, where the following individuals will be eligible for direct admission:

+ Candidates participating in the national team selection exams for the international Olympic contests in subjects included in the admission combination for People's Public Security schools (for new regular university admissions);

+ Biological children of martyrs, biological children of People's Public Security invalids (with a disability rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Labor Heroes in People's Public Security who meet the threshold for the minimum quality of entry at the intermediate level (for new regular intermediate level admissions);

+ Biological children of martyrs, biological children of People's Public Security invalids (with a disability rate of 81% or higher); biological children of Heroes of the Armed Forces, biological children of Labor Heroes in People's Public Security (for secondary education).

Hence, if these provisions in the Draft are approved, starting from March 01, 2020, candidates applying to People's Public Security schools who fall into one of the three categories above will be directly admitted without having to undergo competitive exams like other candidates.

Currently, Circular 15/2016/TT-BCA only stipulates direct admission for regular intermediate training and cultural education for the young age group. Specifically:

- For regular intermediate level training, the cases eligible for direct admission include:

+ High school graduates who meet the direct admission criteria according to the regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security, pass preliminary rounds, and meet the standards for recruitment into the People's Public Security force according to the regulations of the Ministry of Public Security;

+ Students at People's Public Security cultural schools who have graduated from high school but do not meet the criteria for university, college selection training (excluding civil system students at People's Public Security cultural schools).

- For cultural education training for the young age group, eligible individuals include biological children of martyrs, People's Public Security invalids (with a disability rate of 81% or higher), who meet political, ethical standards; have balanced physique, do not suffer from chronic diseases; have normal physical and mental development; are 1.50m or taller for males and 1.48m or taller for females, under 17 years old; have graduated from secondary school, with good conduct in all secondary school years if they wish, they may be considered for direct admission into People's Public Security cultural schools by respective units or localities of the Public Security forces.

It can be seen that compared to Circular 15, the Draft expands the scope of application for cases eligible for direct admission to include candidates applying to People's Public Security schools. Specifically, Circular 15 only stipulates that direct admission is applicable to regular intermediate level training and cultural education for the young age group, while according to this Draft, starting from March 01, 2020, it will expand to include new regular university admissions, new regular intermediate level admissions, and secondary education training, also known as cultural education for the young age group.

Additionally, the Draft also stipulates 05 cases wherein candidates applying to People's Public Security schools will receive additional priority points.
