Regarding this issue, LawNet would like to answer as follows:

1. Principles of consideration and recognition of the title of Excellent Teacher in Vietnam

According to Article 4 of Circular 13/2022/TT-BQP, the consideration and recognition of the title of Excellent Teacher must adhere to the following principles:

- Based on the standards of good teachers prescribed at each level.

+ Grassroots level: Evaluation of teaching practice results through contests, lectures combined with inspection and testing, and the results of completing school year tasks according to the standards of good teachers as prescribed in Circular 13/2022/TT-BQP.

+ Ministry of National Defense: Establishment of a Council of the Ministry of National Defense to approve and approve the application according to the standards of good teachers prescribed in Circular 13/2022/TT-BQP.

- Ensure accuracy, fairness, publicity, democracy, transparency, objectivity, substance, and honesty.

- In accordance with the guidelines and lines of the Party, policies and laws of the State, regulations of the Ministry of National Defense.

- The results of the evaluation of excellent teachers at the grassroots level must be approved by the committee at the same level before being summarized and reported to the competent authorities for consideration and decision.

2. Criteria for the title of Excellent Teacher of the Ministry of National Defense of Vietnam

2.1. General criteria for the title of Excellent Teacher of the Ministry of National Defense of Vietnam

Specifically, in Article 12 of Circular 13/2022/TT-BQP, general standards for the title of Excellent Teacher of the Ministry of National Defense are as follows:

- Regarding political, ideological, and moral qualities

+ Having strong political will, absolute loyalty to the Fatherland, People, Party and State.

Firmly grasp and properly apply the basic views of Marxism-Leninism and Ho Chi Minh's thought; strictly abide by the guidelines and lines of the party, the policies and laws of the State, the commandments and charters of the Army, the regulations of the unit, and the locality where they reside.

+ Having good moral qualities, exemplary, clean, and healthy lifestyle, that is trusted by the school, faculty (subject) and students.

+ The school years must be assessed and classified as officers who have completed their tasks well or higher; For preschool teachers, the school years must meet professional standards at the level of Good or higher.

- Having three consecutive years, or four consecutive years winning the title of Excellent Teacher at the grassroots level, in which the year is adjacent to or coincides with the year proposed for consideration and recognition of the title of Excellent Teacher at the Ministry of National Defense ;

Particularly for preschool teachers, having 01 year of being an excellent teacher at the whole army level organized by the General Department of Politics or being a good teacher at the provincial or city level or higher is highly recommended.

Subsequent reviews do not count the achievement of the previous review, which has been recognized.

- Having met the criteria for scientific research specified in Section 2.2.

2.2. Standards for scientific research for the title of Excellent Teacher of the Ministry of National Defense of Vietnam

Standards for scientific research for the title of Excellent Teacher of the Ministry of National Defense are specified in Article 13 of Circular 13/2022/TT-BQP, specifically as follows:

- For teachers of academies, officer schools, and universities, by the year of consideration, they must fully meet the following criteria:

+ Main author of 03 scientific articles that have been published in specialized and interdisciplinary scientific journals, conference proceedings at the university level or higher.

+ Having led 01 topic or 02 grassroots-level scientific research initiatives (approved by the Head of the General Staff, the Head of the General Department of Politics, and the Head of the school management level) or more, or participate in 02 or more ministerial-level scientific research projects that have been accepted and assessed as Pass or higher.

+ Editor-in-chief 02 or participated in compiling 03 textbooks, documents or main author 02 reference books, monographs used in teaching for training subjects of the school.

+ Having guided 02 graduate students or 02 trainees to train specialists and residents; or 03 university students successfully defend their graduation thesis, project, or thesis; having had 02 students win third prize or more at ministerial, national, and international competitions, youth and creativity awards, or having participated in Olympic competitions; or having had 02 students studying grassroots-level scientific topics evaluated and accepted as Pass or above.

- For teachers of colleges and intermediate schools; military schools of military zones, corps, Hanoi Capital High Command, Ho Chi Minh City High Command, and non-commissioned officer schools up to the year to be considered must fully meet the following criteria:

+ Main author of 02 articles published in specialized journals, proceedings of grassroots scientific research conferences.

+ Having led 02 or participated in 03 grassroots scientific research projects and initiatives; or participated in 02 grassroots scientific research projects and initiatives (approved by the Head of the General Staff, the Head of the General Department of Politics, the Head of the General Department, the Head of the school management level) or higher has been accepted, assessed as Pass or higher.

+ 01 editor or participant in compiling 02 textbooks and documents used in teaching for the school's training subjects.

- For preschool teachers, by the year of consideration, they must fully meet the following criteria:

Presiding over 02 measures to improve the quality of child care, nurturing and education, and educational management, which are effectively applied in preschool educational institutions; and are assessed as good or higher by the District Examination Council, the General Department or the equivalent.
