This is a remarkable content in Official Dispatch 336/BGDĐT-NGCBQLGD of the Ministry of Education and Training on a number of contents related to standard training qualifications and pedagogical certificates.

Specifically, regarding the special recruitment of teachers with many years of working experience , the official dispatch stated that in 2019, the Politburo and the Prime Minister agreed to the policy of allowing localities to conduct special consideration for students. the number of teachers who have had labor contracts and paid compulsory social insurance premiums under the provisions of the Law on Social Insurance from 2015 or earlier in the payroll quota, have capacity and qualifications suitable to the requirements of the teachers. vacancies required.

Implementing the above policy, the Ministry of Home Affairs has issued Official Letter 5378/BNV-CCVC dated November 5, 2019 guiding localities to organize special recruitment for contract teachers (hereinafter referred to as Official Letter No. 5378 for short). ).

Accordingly, the recruitment must ensure the regulations of the Ministry of Education and Training on title standards, the framework of the list of employment positions and the norm of the number of people working in public educational institutions as of 2019.

Therefore, localities that have not yet completed special recruitment under the direction of the Politburo and the Prime Minister and according to the instructions in Official Dispatch No. 5378 of the Ministry of Home Affairs urgently complete it to ensure the interests of employees. teachers have many years of work . During the implementation process, localities should note:

i) Conduct special recruitment for teachers who have met the standard qualifications trained under the Education Law 2005 but have not met the standard qualifications trained under the Education Law 2019 .

After being recruited, the teachers are arranged to train according to the prescribed standard improvement roadmap.

ii) Recruitment of teachers with a bachelor's degree in a major (suitable to the subject taught) that is not in the field of teacher training.

For this case, the teacher must have a certificate of pedagogy (some contents of the certificate of pedagogy are guided in Section 4 of Official Dispatch 336/BGDĐT-NGCBQLGD ).

iii) After recruitment, localities apply the provisions of current documents of the Ministry of Education and Training to make appointment and salary arrangement.

In addition, about the labor contract, the contract of visiting teacher , at present, many localities are having labor contract, contract of visiting teacher meeting the training standards as prescribed in Article 77 of the Law on Education. education 2005 .

In order to solve the shortage of teachers and ensure the rights of teachers who currently have labor contracts or visiting contracts, localities should consider continuing contracts and visiting lecturers with qualified teachers. created under the provisions of Article 77 of the 2005 Education Law signed the contract before July 1, 2020 .

These teachers who are participating in the standard improvement process are trained to reach the standard level as prescribed in the Education Law 2019 .
