Contents and activities of the educational institution that the principal must publicize in Vietnam (Internet image)

1. Forms of publicizing activities and contents of educational institutions in Vietnam

According to Clause 1 of Article 10 of Circular 11/2020/TT-BGDDT, based on the characteristics, nature of operations, and contents that must be publicized, educational institutions shall apply one, several, or all forms of publicity as follows:

- Posting at educational institutions

- Announcing at the educational institution's conference of teachers, managers, and employees; noting at the educational institution's dialogue;

- Notifying all teachers, managers, and employees in writing;

- Notifying the heads of affiliated units and educational institutions, and request that the units notify teachers, managers, and employees in those units.

- Informing the Party Committee and the Executive Committee of the Educational Institution's Trade Union in writing;

- Posting on the educational institution's website;

- Regulations related to learners' learning must be publicized by the educational institution in forms suitable to the contents, methods, subjects, and scale of education and training.

2. Contents and activities of the educational institution that the principal must publicize in Vietnam

Specifically, in Clause 1 and Article 9 of Circular 11/2020/TT-BGDDT, the contents and activities that must be made public for teachers, managers, and employees include:

- Guidelines and policies of the party and laws of the state related to the operation of the educational institution

- The rules and regulations of the educational institution;

- Plan for the school year, semester, month, and week; plans, schemes, projects, and development orientation strategies of educational institutions;

- Annual operating expenses, including funding from the state budget and other financial sources; annual budget settlement; property; equipment; educational institution audit results;

- Plan for recruitment, training, and retraining; decide on appointment, secondment, resignation, dismissal, change of professional title, change of employment position, overseas business trip, regime settlement, salary increase, and promotion; decide on commendation, discipline, job termination, and retirement for teachers, managers, and employees; assessment, classification, work contract, work contract termination;

- Negative and corrupt cases in educational institutions have been resolved; a declaration of assets and income of the person required by law to declare;

- Results of inspection, examination, and settlement of complaints and denunciations in the educational institution

- The results of the collection of opinions from teachers, administrators, and employees on issues falling under the principal's decision-making authority for consultation with teachers, administrators, and employees are specified in Clause 1 of Article 11 of Circular 11/2020/TT-BGDDT;

- Directive and executive documents of superior management agencies pertaining to the educational institution's work. 

3. Time to publicize activities and contents of educational institutions in Vietnam

- For matters that must be disclosed to teachers, managers, and employees, the deadline is three working days.

In special cases, no later than five days from the date on which the document containing the contents of the public affairs is issued or from the date of receipt of the document from the superior agency or unit, except for confidential documents according to the provisions of the law and the case of using the notification form at the conference of teachers, managers, and employees

For documents to be posted at the head office of the educational institution, they must be posted for at least 30 consecutive days from the date of posting;

- Regulations related to learners' learning must be publicized by the educational institution in June every year, ensuring they are complete, accurate, and timely before the start of the new school year or when there is a change in related content.
