1. Conditions to apply for policies to support students in extremely disadvantageous areas in Vietnam

Article 4 of Decree 116/2016/ND-CP stipulates the conditions for students to enjoy the policy of supporting students in extremely disadvantageous areas as follows:

1.1 For elementary and middle school students

Elementary and junior high school students who are entitled to the support policy must meet one of the following conditions:

- Being a semi-boarding student studying at a semi-boarding high school for ethnic minorities;

- Being students who themselves and their parents or guardians have permanent residence in extremely difficult communes and villages and are studying at primary schools, junior high schools in commune area III,
especially disadvantaged villages in ethnic minority and mountainous areas; especially difficult communes in coastal and island areas.

The house is located far from school, the distance is 4 km or more for primary school students and 7 km or more for junior high school students, or the terrain is far away, with difficult traffic: Must cross rivers and streams without bridges; over passes, high mountains; through landslides, rocks;

- Being students whose parents and guardians have permanent residence in communes in area III, villages with special difficulties in ethnic minority and mountainous areas are studying at primary schools, lower secondary schools in commune area II in ethnic and mountainous areas. The house is far from the school, or the terrain is difficult to travel, as specified above.

1.2 For high school students who are ethnic minorities

High school students who are ethnic minorities and are entitled to support policies must ensure the following conditions:

- Studying at a high school or at a high school at a multi-level high school;

- They and their parents or guardians have permanent residence in communes in zone III, villages with special difficulties in ethnic minority and mountainous areas; especially difficult communes in coastal and island areas.

The house is far from the school, with a distance of 10 km or more, the terrain is difficult, and the traffic is difficult: Having to cross a river or stream without a bridge; over passes or high mountains; through landslides and rocks.

1.3 For high school students who are Kinh people

In addition to the conditions specified in Section 1.2, one must also be a member of a poor household.

2. Level of support for students in extremely disadvantageous areas in Vietnam

Pursuant to Clause 1, Article 5 of Decree 116/2016/ND-CP, students who are eligible for policies as prescribed in Decree 116/2016/ND-CP are supported with meals, housing, and rice at the following levels:

- Food support: Each student is supported each month by 40% of the base salary and is entitled to no more than 9 months/school year/student;

- Housing support: For students who have to be self-sufficient in accommodation because the school cannot arrange part-boarding in the school, each month is supported by 10% of the base salary and is entitled to no more than 9 months/school year/student;

- Rice support: Each student is supported each month with 15 kg of rice and is entitled to no more than 9 months/school year/student.

3. Application for support policy in Vietnam

Article 6 of Decree 116/2016/ND-CP stipulates the application for support policies as follows:

* For elementary school and junior high school students studying at high schools in extremely difficult communes and villages

Profile include:

- Application form for support (for elementary students, according to Form No. 01, for junior high school students, according to Form No. 02 in the Appendix attached to Decree 116/2016/ND-CP).

- Household registration book (a copy bearing the original for comparison or a certified copy from the original; in case the household registration book is lost, a certification from the head of the commune police must be obtained).

* For high school students who are ethnic minorities

The application includes:

- Application for support (Form No. 02 in the Appendix attached to Decree 116/2016/ND-CP);

- Household registration book (a copy bearing the original for comparison or a certified copy from the original; in case the household registration book is lost, a certification from the head of the commune police must be obtained).

* For high school students who are Kinh people

The application includes:

- Application for support (Form No. 02 in the Appendix attached to Decree 116/2016/ND-CP);

- The household registration book (a copy bearing the original for comparison or a certified copy from the original; in case the household registration book is lost, a certification from the head of the commune police must be obtained);

- Papers proving that they are poor households issued or certified by the commune-level People's Committees.
