According to this Circular, teachers are allowed to register for exams or consider promotion to the next higher professional title when they fully meet the following criteria and conditions:

(1) The educational institution has a need and is sent by the head of the competent management agency to take the exam or consider for promotion to professional titles.

(2) Being graded at the level of completing tasks well or higher in the working year preceding the year of taking the exam or considering promotion to professional titles;

Teachers who participate in exams or are considered for promotion currently must be assessed by competent authorities for having successfully completed their tasks or more during their working period of 3 consecutive years by the deadline for submission of application documents 

Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees of Vietnam as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements a number of articles of the Law on Officials and the Law on Public Officials of Vietnam.

(3) Having been appointed to the professional title of preschool, elementary, middle and high school teacher suitable to the current position. (New content)

(4) Satisfying the standards of training and retraining qualifications and standards of professional and professional competence of the class registered for examination or consideration for promotion according to current regulations on standards for teacher professional titles issued by the Ministry of Education and Training of Vietnam.

If a teacher is eligible for exemption from the foreign language and computer science exam as prescribed in Clauses 6 and 7, Article 39 of Decree 115/2020/ND-CP, they will be determined to meet the criteria for foreign languages ​​and informatics. of the professional title class registered for or considered for promotion.

Pre-university teachers, when applying Circular 34/2021/TT-BGDDT of Vietnam to consider for promotion, have to meet the standards of training and retraining qualifications and standards of professional and professional competence at the registration level for consideration according to regulations on professional title standards of pre-university teachers promulgated by competent authorities.

In conclusion, from January 15, 2022, teachers in Vietnam who take the exam or consider promotion to the next higher professional title in addition to meeting the current standards and conditions, only need to be graded for quality at the level of successfully completing tasks or more in the preceding working year instead of having to complete 3 consecutive years. Meanwhile, they must meet the conditions for being appointed to the professional title of preschool teacher, primary school teacher, junior high school teacher, and high school teacher suitable to the current position.
