Recently, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 4496/GDDT-KHTC regarding the implementation of financial and asset management at the end of 2019. One of the notable contents of this Official Dispatch is the guidance on additional income expenditure for officials and public employees.

To be specific, regarding the plan to allocate additional income for officials and public employees, the Ho Chi Minh City Department of Education and Training requires units to clearly distinguish between additional income policies and Tet 2020 bonuses. The head of the unit must inform the officials and public employees of their unit fully and clearly about the meaning of each type of income to both ensure fairness and effectively motivate workers in their labor and dedication process. Currently, many opinions and articles equate the additional income for officials and public employees with Tet bonuses, which is completely contrary to the regulations.
Tet bonus is the amount that the public service provider will base on the funding source, and the individual work performance to reward the officials and public employees of their agency or unit at the end of the year. Current law does not require public service providers to give Tet bonuses to their employees. The Tet 2020 bonus will be determined by each agency/unit, and the bonus amount will vary, depending on their own policies.
Meanwhile, additional income is the amount paid based on the work efficiency of officials and public employees at each agency/unit, as assessed by the unit head. This amount is paid after quarterly and yearly work performance evaluations for each official and public employee. Currently, additional income is only applied to officials and public employees in Ho Chi Minh City; therefore, teachers in other areas will not receive this amount but only the Tet bonus (if any). Specifically, teachers in Ho Chi Minh City may receive both a Tet bonus (if any) and additional income for 2019 at the same time. According to Resolution 03/2018/NQ-HDND, the maximum income adjustment coefficient at each unit for 2019 is 1.2 times the salary by grade, rank, and position (the salary by grade, rank, and position includes salary increases according to the Government of Vietnam’s schedule).
Furthermore, the Ho Chi Minh City Department of Education and Training emphasizes that the allocation of additional income for officials and public employees must ensure the principle that those with higher work efficiency and greater contributions to the unit's activities (in 2019) should receive a higher amount, and vice versa. Each unit should develop suitable payment plans for additional income.
The timing of receiving additional income is decided by the early-year meeting of officials and public employees of the unit. Therefore, around Tet, some units may receive more and some may receive less. School leaders should listen to the collective opinions within the unit to choose a suitable regulation plan for the following years.
