To be specific, according to Article 1 of this Draft, the name of the Regulation on determining enrollment quotas for intermediate and college levels in teacher training fields; bachelor's, master's, and doctoral levels issued together with Circular 06/2018/TT-BGDDT and amended, supplemented by Circular 01/2019/TT-BGDDT has been amended and supplemented as follows:
“Regulation on determining enrollment quotas for college level in early childhood education; bachelor's, master's, and doctoral levels.”
Furthermore, Article 2 of this Draft has also changed the phrase “intermediate and college levels in teacher training fields” to “college level in early childhood education” in Articles 1, 6, 7, and 8 of Circular 06/2018/TT-BGDDT.
Thus, it can be seen that, right from the title of the Regulation, it indicates that in the near future, the intermediate level in teacher training fields will officially be "terminated," or to be precise, teacher training fields will no longer enroll students at the intermediate level, but only at the college level for early childhood education and bachelor's, master's, and doctoral levels for primary education and above.
This Regulation in the Draft is entirely consistent with the spirit set forth in the Education Law 2019 which officially came into effect from July 1, 2020. To be specific, according to the Education Law 2019, from July 1, 2020, the standard training level for teachers at all levels has been raised compared to the Education Law 2005, wherein:
- For early childhood teachers: Must have a college degree in pedagogy or higher. (The current regulation only requires an intermediate degree in pedagogy).
- For primary, secondary, and high school teachers: Must have a bachelor's degree in teacher training fields or higher. (The current regulation requires an intermediate degree for primary teachers; a college degree in pedagogy or a college degree with a pedagogical training certificate for secondary teachers).
In cases where the subject lacks teachers with a bachelor's degree in teacher training fields, a bachelor's degree in a relevant field and a pedagogical training certificate is required.
