Circular 21/2020/TT-BGDĐT elaborating the emulation and commendation of the education sector promulgated by the Ministry of Education and Training, effective from October 1, 2020, which replaces a The number of criteria for considering and awarding Certificates of Merit from the Minister of Education and Training to individuals.

Specifically, in Article 5 of Circular 21/2020/TT-BGDDT, it is stipulated that the Certificate of Merit from the Minister of Education and Training of Vietnam is awarded to individuals with good moral qualities and exemplary observance of the Party's guidelines, state policies, and laws, and meeting one of the following criteria:
- Having typical and excellent achievements, he commented on in implementing the emulation movement launched by the Minister of Education and Training;

For individuals working in units of ministerial agencies, units under ministries, and national universities: Having had 02 consecutive years of being assessed for excellent completion of tasks, during which time 02 grassroots initiatives have been recognized; or in the 05 years before taking leave under the social insurance regime, having successfully completed the assigned tasks and have not been awarded the Certificate of Merit by the Minister of Education and Training;

Having made many influential achievements in one of the fields under the state management of the Ministry of Education and Training; having a noble gesture, courageous action to save people and property of the people and the state; preventing and overcoming the consequences of natural disasters, enemy sabotage, epidemics, fighting against negative behaviors, violating laws and social evils; setting an example and being recognized by units and localities; honor;

Having excellent achievements in learning, training, and starting a business; having initiatives and solutions in scientific research; overcoming difficulties; rising to study well; effectively participating in volunteering and volunteering activities for the community as certified by the direct management agency;

Having many practical and effective contributions and support to the education sector, certified by the direct management agency and the beneficiary;

Having worked for 5 years or more; having excellent achievements; contribution to the development of the unit; being recognized on the occasion of the establishment anniversary in the full year.
From the above standards, it can be seen that there are a few changes compared to the standards specified in Circular 22/2018/TT-BGDT (which expires at the beginning of October 2020), specifically as follows:
- To fully annul point g: "Other commendation cases decided by the Minister"
The above regulation means that, in addition to the 6 standards in the old circular, if an individual has other outstanding achievements, the Minister still has the right to decide to award certificates of merit, or in other words, the number of standards is not limited.
The abolition of this point shows that the Ministry of Education and Training has limited the scope of standards, summarized in 6 criteria in the new circular; this minimizes the risk of awarding the Certificate of Merit to the wrong audience, not commensurate with that person's level of dedication.
- To replace the provisions at Point a, Clause 1 of the old Circular:
Point a, Clause 1, Article 7 of Circular 22/2018/TT-BGDT stipulates that one of the criteria for considering and awarding the Certificate of Merit of the Minister of Education and Training of Vietnam is: "There are at least two innovative and creative solutions in education, teaching, scientific research, management, and administration of the unit that bring practical benefits recognized by the collective or chaired 01 scientific research project at provincial, ministerial or higher level, which has been accepted for application with high efficiency, appraised and certified by competent state management agencies in the industry and field."
This point is replaced by "Having typical and excellent achievements, commented on in implementing the emulation movement launched by the Minister of Education and Training of Vietnam." It can be seen that Circular 21/2020/TT-BGDT has somewhat simplified the old standard, showing the Ministry's recognition of the dedication of teachers. Due to its complexity, not everyone can afford to chair a provincial scientific research project. The Ministry of Education and Training of Vietnam focuses on teachers' ability to teach and transmit knowledge rather than researching new solutions. Therefore, the replacement of the provisions at Point a, Clause 1, Article 7 of Circular 22/2018/TT-BGDDT is completely consistent with reality.
