Circular 31/2019/TT-BLDTBXH stipulates the standards, conditions, content, and forms of examination or consideration for professional title promotion of public employees in the vocational education sector, effective from March 20, 2020.

This Circular stipulates that public employees taking exams for professional title promotion in the vocational education sector will be exempted from foreign language exams in the following 04 cases:
- Male employees aged 55 years or older and female employees aged 50 years or older;
- Public employees teaching in vocational education institutions in ethnic minority areas who are ethnic minorities or have certificates in ethnic minority languages recognized by competent authorities.
Note: The ethnic minority language certificate mentioned above must be valid according to the regulations up to the deadline for submitting registration documents for the professional title promotion exam in the vocational education sector;
- Holding a diploma in a foreign language at the same or higher level of education compared to the professional qualifications required for the exam category standards;
- Holding a diploma required at the specified level of education or higher compared to the professional qualifications required for the exam category standards, obtained through studying abroad or in a foreign language in Vietnam.
At the same time, according to this Circular, public employees will be exempted from computer exams if they hold a diploma from a secondary vocational training level or higher in information technology, computing, or mathematics-computer science.
Moreover, the exam form for professional title promotion applies to cases of promoting professional titles in the vocational education sector from Rank III to Rank II and from Rank II to Rank I. The assessment form for professional title promotion will apply to the following cases:
- Assessing promotion from Rank IV vocational education teachers to Rank III vocational education theoretical or practical teachers;
- Assessing promotion from Rank III to Rank II or from Rank II to Rank I for public employees with outstanding achievements as stipulated in point a, clause 2, Article 3; assessing promotion to senior vocational education lecturer (Rank I) for public employees with outstanding achievements as stipulated in point b, clause 2, Article 3 of Circular 31/2019/TT-BLDTBXH.
