Recently, the Ministry of Education and Training of Vietnam issued Official Dispatch 971/BGDĐT-NGCBQLGD on the implementation of codes, standards for professional titles and appointment and salary ranking of public preschool and high school teachers.

Guidelines for new circulars on appointment and salary ranking of teachers in Vietnam (Illustration)
In order to implement the Circulars stipulating codes and standards for professional titles and appointment and salary ranking of teaching staff in public preschool and general education institutions, which were issued on February 2nd, 2021 timely, in accordance with regulations and effectively with positive impact on the development of staff in public preschool and general education institutions, the Ministry of Education and Training of Vietnam notes a number of contents as follows:
(1) The appointment of teachers to the classes of vocational training institutions in each educational institution must be the right people for the right jobs, ensuring that they meet all the requirements of the vocational training standards in each class.
(2) The requirements for a certificate of training according to the standards of a Class III teacher's professional title apply to:
- Pre-school and primary school teachers may be recruited on the effective date of Circular 01,02;
- The old grade III preschool teacher is appointed to the new class III preschool teacher professional title;
- The old grade III primary school teacher is appointed to the new class III primary school teacher professional title;
- Middle and high school teachers are recruited after the effective date of Circular 03,04.
The cases that do not belong to the above subjects are not required to supplement with the certificate of training according to the standards of Class III teacher's professional title as prescribed.
(3) The certificate of training according to the professional title standards is valid as a substitute in the case that the teacher of a preschool or public school changes the vocational training program at the same teacher's class at this level to another level of the same grade.
(4) A certificate of training according to professional title standards for preschool teachers, grade II, class III, primary school teachers, grade II, class III, secondary school teachers, grade I, grade II institutions, grade I, grade II upper secondary school teachers specified in Joint Circulars 20,21,22,23 is recognized as equivalent to a certificate of training according to the Class I and Class II professional title standards, according to the provisions of Circulars 01,02,03,04.
Therefore, if a public preschool or high school teacher has a certificate of training according to professional title standards of a higher rank than the one currently held, it will be used in future promotion. At the same time, it is necessary to supplement the training certificate according to the professional title standard of the existing goods (if any) in order to be appointed to the corresponding class according to the new regulations in Vietnam.
For example, if a grade II secondary school teacher does not have a certificate of training in accordance with the standards of a class II foreign language training program, but has a certificate of training in the standards of a class I language, they must supplement with a certificate of training according to the standards of a to ensure that all conditions are met as prescribed; and the certificate of training according to the standard of professional title class I that the teachers already have will be used to register for the exam / consider for promotion from class II to class I.
