On February 2, 2021, the Ministry of Education and Training issued Circular 01/2021/TT-BGDDT on codes, standards for professional title and appointment, and salary grading of teaching staff in public preschool education establishments in Vietnam.

Before learning about the new points of the standards for the professional title of preschool teachers in Circular 01/2021/TT-BGDĐT, readers (especially those who are involved in the regulations) need to determine the new job titles for preschool teachers (due to changes in codes and rankings) according to the new regulations.
Below, the editorial board of Lawnet will briefly summarize the new highlights in the tasks and standards of the professional title of preschool teachers according to the latest regulations, specifically as follows:
1. Amedments to the tasks of Class I, II and III preschool teachers in Vietnam
- For Class III preschool teachers (equivalent to Class III and Class IV according to Joint Circular 20/2015/TTLT-BGDĐT-BNV): In addition to the current tasks, preschool teachers in Class III are also responsible for the quality and effectiveness of nurturing, caring for, and educating children in the assigned groups and classes; implementing inclusive education and children's rights; at the same time, preschool teachers must be role models, treat children fairly and respect their dignity; protect the rights and legitimate interests of children.
- For Class II preschool teachers (equivalent to Class II according to Circular 20/2015/TTLT-BGDĐT-BNV): In addition to performing the tasks of preschool teachers in Class III, they must also perform the following tasks:
+ Serve as reporters or demonstrators in training classes for preschool teachers at the school level or higher; guide colleagues in implementing programs and activities for nurturing, caring for, and educating children;
+ Propose contents for specialized training and activities in professional groups;
+ Participate in judging committees for preschool competitions at the school level or higher;
+ Participate in other professional activities such as self-assessment committees or external evaluation teams; assess pedagogical expertise at the school level or higher; participate in guiding and evaluating the teaching practice of students (if applicable).
- For preschool teachers Class I: In addition to the tasks of preschool teachers in Class II, they must also perform the following tasks:
Contribute to editing or compiling content for training materials for preschool teachers at the district level or higher;
= Participate in training, advising, proposing, or consulting on professional and pedagogical matters for preschool teachers at the school level or higher;
= Participate in judging committees for preschool competitions at the district level or higher;
+ Participate in self-assessment committees or external evaluation teams or assess pedagogical expertise at the district level or higher.
2. Additional standards for professional ethics for Class I and II preschool teachers in Vietnam
In addition to the current standards for professional ethics, Class I and II preschool teachers must always be role models in implementing the regulations on teacher ethics. In particular, Class I preschool teachers must also be exemplary in teacher ethics and actively support colleagues in implementing the regulations on teacher ethics.
3. Higher requirements for the qualifications of preschool teachers according to the new regulations in Vietnam
Preschool teachers must meet the following degree requirements:
- Class III preschool teachers: Hold a diploma in preschool education pedagogy or higher; (for equivalent positions according to Circular 20/2015/TTLT-BGDĐT-BNV, individuals with a diploma in intermediate preschool education pedagogy or higher may be recruited)
- Class II preschool teachers: Hold a bachelor's degree in preschool education or higher; or hold a diploma in preschool education pedagogy and a bachelor's degree in educational management or higher; (currently, according to Circular 20/2015/TTLT-BGDĐT-BNV, a bachelor's degree in preschool education or higher is required)
- Class I preschool teachers: Hold a bachelor's degree in preschool education or higher; or hold a diploma in preschool education pedagogy and a bachelor's degree in educational management or higher.
4. Removal of foreign language and informatics skills standards for preschool teachers in Vietnam
According to the regulations in Circular 01/2021/TT-BGDĐT, Class I, II and III preschool teachers are no longer required to have the standard foreign language and computer skills as stated in Circular 01/2014/TT-BGDĐT and Circular 03/2014/TT-BTTTT, but they only need to be able to apply information technology in performing their tasks according to each rank and be able to use foreign languages or ethnic minority languages in specific assigned tasks in terms of professional expertise. Therefore, preschool teachers who previously did not meet the foreign language and computer skills requirements do not need to obtain certificates anymore.
Thus, currently, preschool teachers only need to meet two requirements regarding training standards, which are ensuring the qualifications and having a certificate of professional development according to each Class of preschool teachers.
