In Clause 2 Article 16 of Draft Circular, it is stipulated that the provision exempting pedagogy students in Vietnam from paying tuition fees in Article 6 of Government Decree 86/2015/ND-CP dated October 2, 2015, regarding the mechanism for tuition fee collection and management for educational institutions under the national education system and policies on tuition fee exemptions, reductions, and study cost support from the academic year 2015-2016 to the academic year 2020-2021 will be abolished.
Although this Draft Circular eliminates the provision of tuition fee exemption in Government Decree 86/2015/ND-CP, it instead specifies that students will still receive financial support from the state for tuition fees. Specifically, pedagogy students in Vietnam will receive financial assistance for tuition fees based on the tuition fee rates of the teacher training institution where they are enrolled, but not exceeding the fee ceiling set by the government.
Therefore, it can be seen that previously, according to Decree 86, pedagogy students were not required to pay tuition fees, but with the implementation of this Draft Circular, pedagogy students will now be included in the category of those required to pay tuition fees, albeit with financial support from the state. Additionally, there are certain conditions attached to this support, such as working in the education sector for a minimum period of two times the training duration after graduation (from the date of employment). Furthermore, students will need to reimburse the support amount in certain cases, including:
- If, after 2 years from graduation, pedagogy students do not work in the education sector or do not complete the required time in the education sector as specified, they must repay the supported tuition fee and living expenses. The maximum repayment period is equivalent to the training duration at the teacher training institution.
- Pedagogy students who are still studying but drop out, switch to another field of study, voluntarily withdraw from the program, or are disciplined to discontinue their studies must repay the entire amount of financial support provided by the state budget.
