03 criteria to become a Teacher in charge of the team in Vietnam

According to Article 2 of Circular 27/2017/TT-BGDDT, which regulates the criteria, tasks, powers, and selection of teachers as Teacher in charge of the teams of the Ho Chi Minh City Youth Union in public general education institutions, teachers selected to be appointed as Teacher in charge of the teams must meet the following criteria:

1. Meet the professional title criteria for teachers in the current professional title rank (criteria for primary school teachers stipulated in Joint Circular 21/2015/TTLT-BGDDT-BNV dated September 16, 2015, which regulates the code and professional title criteria for public primary school teachers; criteria for lower secondary school teachers stipulated in Joint Circular 22/2015/TTLT-BGDDT-BNV dated September 16, 2015, which regulates the code and professional title criteria for public lower secondary school teachers).

2. Have received training in Youth Union work or vocational training in Youth Union work.

3. Have the ability to coordinate with organizations within and outside the school to organize Youth Union activities and children's movements.

In particular, priority is given to selecting teachers with abilities in music, fine arts, physical education, public speaking, event organization, and communication to help the school effectively organize Youth Union activities and children's movements.

2. The term of Teacher in charge of the team is 05 years in Vietnam

According to Article 5 of Circular No. 27/2017/TT-BGDĐT, the term for a teacher to be appointed as Teacher in charge of the team is 05 years. After this term, the school is responsible for arranging for the teacher to return to teaching in their field of expertise.

In cases where a teacher has reached the end of their term but still meets the criteria and wishes to continue as Teacher in charge of the team, the Principal shall make a decision to appoint the teacher as Teacher in charge of the team of the school after obtaining the consensus of the Department of Education and Training (the direct management unit of the school) and the corresponding Youth Union Council.

Furthermore, if a teacher has not reached the end of their term but is no longer performing the duties of Teacher in charge of the team, the Principal shall make a decision to cease the appointment of the teacher as Teacher in charge of the team, and at the same time, the school's Youth Union Council shall consider, select, and appoint another teacher to replace them according to regulations.

The workload of the Teacher in charge of the team in Vietnam

According to Part II of Joint Circular No. 23/TTLN guiding the working regime and responsibility allowance for teachers as Teacher in charge of the teams of the Ho Chi Minh City Youth Union in general schools, the following is stipulated for all primary schools, lower secondary schools, and upper secondary schools:

- In remote, island, and deep-lying areas:

  • Schools with more than 19 classes: Teacher in charge of the teams are responsible for administrative tasks and do not have teaching duties. If a teacher is appointed as Teacher in charge of the team and also has teaching duties, these extra teaching hours or sessions shall be compensated according to the current overtime regime.
  • Schools with 10 to 19 classes: Teacher in charge of the teams has partial teaching duties, teaching 3 lessons per week for lower secondary classes or 3 sessions per week for primary classes.

- In other areas:

  • Schools with 28 or more classes: Teacher in charge of the teams are responsible for administrative tasks and do not have teaching duties. If a lower secondary school teacher teaches 4 lessons per week or a primary school teacher teaches 1 session per week, these extra hours or sessions shall be compensated according to the current overtime regime.
  • Schools with 18 to 27 classes: Teacher in charge of the team has partial teaching duties, teaching 8 lessons per week for lower secondary classes or 2 sessions per week for primary classes.
  • Schools with less than 18 classes: Teacher in charge of the team has partial teaching duties, teaching 10 lessons per week for lower secondary classes or 3 sessions per week for primary classes.

4. Responsibility allowance for the Teacher in charge of the team in Vietnam

According to Part II of Joint Circular No. 23/TTLN, teachers appointed as teachers in charge of the team in general schools (including both those with administrative duties only and those with partial teaching duties) are entitled to the following allowances:

Receive a responsibility allowance based on the coefficient at the following levels:

  • Teacher in charge of the teams at Level I schools: a coefficient of 0.30 of the base salary (447,000 VND/month).
  • Teacher in charge of the teams at Level II schools: a coefficient of 0.20 of the base salary (298,000 VND/month).
  • Teacher in charge of the teams at Level III schools: a coefficient of 0.10 of the base salary (149,000 VND/month).

Note: When no longer serving as the teacher in charge of the team, the teacher is not entitled to receive the above allowance.

5. Duties and powers of the teacher in charge of the team in Vietnam

According to Article 3 of Circular No. 27/2017/TT-BGDĐT, the teacher serving as the Teacher in charge of the team has the following specific duties and powers:

  • Carry out the duties and powers of a teacher at each level of education as specified in the current school regulations.
  • Advise the principal on issues related to professional matters, Youth Union work, and children's movements within the school.
  • Plan, organize, and manage programs and activities for Youth Union members and students within the school, according to the plans of the Department of Education, the Youth Union work program, and children's movements of the Youth Union Council at all levels.
  • Build a system of Youth Union organizations within the school based on the organizational and operational principles of the Ho Chi Minh City Youth Union; train and develop a team of officers in charge of Youth Union affairs and Youth Union command at all levels.
  • Coordinate with relevant organizations and individuals to organize Youth Union activities, children's movements, and educational activities within the school.
  • Study, train, and participate in professional development courses, pedagogical activities, Youth Union work, and children's movements organized by the Department of Education and the Youth Union Council at all levels to improve professional knowledge and skills.
  • Be provided with the necessary conditions to carry out Youth Union activities, children's movements, and educational activities that are appropriate to the actual conditions of the school and the local area.
