 Third Draft Decree Regulating the Implementation Roadmap for Improving the Qualification Standards of Preschool, Primary, and Secondary School Teachers

Previously, according to the regulations of the Education Law 2019 effective from July 1, 2020, the requirement for teachers at various levels is stipulated in Article 72 as follows:

Article 72. Standard Training Levels for Educators

1. The standard training levels for educators are regulated as follows:

a) Must have a college degree in education or higher for preschool teachers;

b) Must have a bachelor's degree in teacher training or higher for primary, secondary, and high school teachers.

For subjects lacking teachers with a bachelor's degree in teacher training, a relevant specialized bachelor's degree and a certificate in educational pedagogy are required;

To guide the upgrading process, the Third Draft Decree Regulating the Implementation Roadmap for Improving the Qualification Standards of Preschool, Primary, and Secondary School Teachers now details four categories required to upgrade, specifically including:

- Preschool teachers without a college degree in education or higher, with at least 7 years (84 months) of service left before retirement as of July 1, 2020.

- Primary school teachers without a bachelor's degree in primary teacher training or a relevant specialized bachelor's degree and a pedagogical training certificate, with at least 8 (eight) years (96 months) of service left for teachers with intermediate-level qualifications as of July 1, 2020.

- Primary school teachers without a bachelor's degree in primary teacher training or a relevant specialized bachelor's degree and a pedagogical training certificate, with at least 7 (seven) years (84 months) of service left for teachers with college-level qualifications as of July 1, 2020.

- Secondary school teachers without a bachelor's degree in teacher training or a relevant specialized bachelor's degree and a pedagogical training certificate, with at least 7 (seven) years (84 months) of service left before retirement as of July 1, 2020.

Thus, if the Decree is passed, the teachers in the four cases mentioned above will implement the upgrade according to the specified roadmap.
