New electricity of the Prime Minister on the prevention of rain and flood in northern provinces in the coming time

The Prime Minister had directions to respond to rain and flooding in the North region

Over the past time, the North has appeared heavy rain which has caused flooding and landslide in some localities. This has caused damage to people and property, which affects production and business activities of a number of localities.

According to the forecast of the National Hydrometeorological Forecasting Center, in the coming time (from December 12 to May 16, 2022), it shall continue to export rain, thus causing flooding and water level at the river and stream sides in the northern horse area, forming a flood drive which might lead to flash flood and landslide in some localities and cause flooding in wide areas with low and low terrain.

Accordingly, by May 13, 2022, the Prime Minister had electricity Company 415/CD-TTg directing the National Steering Committee for Natural Disaster Prevention and Control; the presidents of the People's Committees of the northern provinces shall:

- Presidents of People's Committees of provinces:

+ Closely monitor the evolution of rain and flood; direct and deploy the work of timely and effective response, proactively evacuate the population from the dangerous areas, especially the areas at high risk of flash floods, landslides, deeply flooded to ensure the safety of people.

+ To organize visits to and support damaged families, especially poor and difficulty-hit households and families having victims; to mobilize forces to support people in quickly overcoming consequences and restoring agricultural production after floods.

- The Ministry of Natural Resources and Environment shall direct and closely monitor the happenings of rain and flood, make forecasts and timely provide information for functional agencies and the people to proactively carry out the response.

- The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade shall, within the ambit of their state management functions, coordinate with localities in directing, inspecting and regulating irrigation and hydropower reservoirs to ensure the scientific, effective and safe operation of works, contributing to reducing floods hitting lowlands, paying attention to early notifying them to people before carrying out flood discharge; and directing the protection of agricultural and industrial production.

- The Ministry of Transport directs and guides the work of ensuring traffic safety in the localities affected by rain and flood, promptly overcome the incidents, ensuring smooth traffic, especially on the main traffic axes.

- The Ministry of National Defense and the Ministry of Public Security shall direct the armed forces stationed in their localities to proactively deploy forces and means to help evacuate people from dangerous areas and conduct salvage and rescue and remedy natural disaster consequences upon request of their localities.

- The National Steering Committee for Natural Disaster Prevention and Control and the National Committee for Natural Disaster Management and Search and Rescue shall keep close watch on the situation, actively direct and expedite the localities to deploy the response within their authority, and promptly report to the Prime Minister to direct the issues beyond their authority.

Accordingly, the provincial People's Committees should closely monitor the rain and flood situation, direct and deploy the timely evacuation of people. Having plans to mobilize forces and support people to remedy post-flood consequences. The police and army units in the administrative division should arrange human forces and facilities to carry out the plan for evacuation of people and rescue.

Agencies competent to mobilize forces to respond to natural disasters

According to Article 28 of the Law on Natural Disaster Prevention and Control (hereinafter referred to as "the Decree No.

- Chairpersons of district- and commune-level People's Committees shall, within the ambit of their competence, mobilize manpower, supplies, means, equipment and essentials already prepared under the four on-the-spot motto to respond to natural disasters and provide emergency relief in localities. In case of beyond their capacity, they must promptly report to the superior People's Committee.

- Chairpersons of provincial-level People's Committees may mobilize manpower, supplies, means, equipment and essentials of local organizations, households and individuals to serve natural disaster response and emergency relief. In case of falling beyond their capacity, to promptly report such to the National Steering Committee for Natural Disaster Prevention and Control.

- Heads of commanding committees for natural disaster prevention and control of ministries and ministerial-level agencies may mobilize manpower, supplies, means, equipment and essentials of organizations and individuals under their management to serve natural disaster response and emergency relief.

- The Chairperson of the National Steering Committee for Natural Disaster Prevention and Control may mobilize or report and propose the Prime Minister to mobilize resources and measures to respond to natural disasters in case these resources are beyond the capacity of localities, ministries or ministerial-level agencies.

- Persons competent to mobilize manpower, supplies, means, equipment and essentials shall decide to refund or pay compensation to raised organizations, households and individuals in accordance with this Law and relevant laws, and shall take responsibility for their decisions."

In this case, chairpersons of commune-level People's Committees may mobilize manpower, supplies, means, equipment and essentials which have been prepared in advance while chairpersons of provincial-level People's Committees have the competence to mobilize material foundations and forces in areas under their management to serve natural disaster response activities.
