Purposes and requirements for introducing drug addicts aged between full 12 and under 18 to compulsory rehabilitation establishments

According to section I of the Plan issued together with the Decision No. 98/QD-TANDTC 2022, the compulsory rehabilitation center shall have purposes and meet the following requirements:

(1) Purpose

- Identifying the contents, time limit, progress of completion and responsibilities, the mechanism for coordination among the units directly under the Supreme People's Court, People's Courts at all levels, between the Supreme People's Court and the concerned agencies, ministries and branches in order to ensure the timely, uniform and effective implementation of the Ordinance.

- Identifying mechanisms for effective coordination among units under the Supreme People's Court and People's Courts at all levels, between the Supreme People's Court and the Government as well as ministries and branches in the implementation of the Ordinance.

- Raising awareness of the Ordinance and the responsibility for the implementation of the Ordinance.

(2) Requirements

- Determine specific scope, purpose, requirements and activities for the implementation of the Ordinance; specify tasks, time for completion and responsibilities of agencies and units in charge and cooperating in the implementation of assigned tasks.

- The Supreme People's Court, units directly under the Supreme People's Court and People's Courts at all levels shall actively and proactively carry out their assigned tasks; closely and regularly coordinate with related agencies, ministries, sectors and units; organize the implementation of the Ordinance in a timely and effective manner.

- The deployment of the implementation of the Ordinance must be in a timely, uniform, efficient and economical manner to meet the actual requirements.

Funding sources for implementation of the plan

Sources of finances for these activities are defined in Section III of the Plan issued together with the Decision No. 98/QD-TANDTC in 2022 as follows:

- The funding for implementation of this Plan shall be covered by government budget and included in the estimate of expenditures of the People's Supreme Court, People's Courts, Ministries, central authorities and local authorities according to the decentralization of government budget and other legal sources of funding (if any).

- The management and use of state budget funds comply with the State Budget Law and its guiding documents.

- The Planning and Finance Department and the Office of the Supreme People's Court shall coordinate with concerned units in allocating funds and other material conditions for the performance of tasks defined in this Plan.
