1. The process of bidder selection in Vietnam

Pursuant to Clause 1, Article 38 of the Law on Procurement 2013, the process of bidder selection for competitive bidding, limited bidding shall be performed as follows:

- Prepare for selection of bidder;

- Organize selection of bidder;

- Assess the Bids and negotiate contract;

- Submit, evaluate, approve and publish result of bidder selection;

- Finalize and sign contract.

2. The process of bidder selection for Direct Contracting in Vietnam

According to Clause 2, Article 38 of the Law on Procurement 2013, the process of bidder selection for Direct Contracting shall be performed as follows:

- For Direct Contracting according to the ordinary process including steps:

Step 1: Prepare for contractor selection;

Step 2:Organize the contractor selection;

Step 3: Assess Proposals and negotiate on proposals of bidders;

Step 4: Submit, evaluate, approve and publish the result of bidder selection;

Step 5: Finalize and sign contract;

- For Direct Contracting according to the reduced process including steps:

Step 1: Prepare and send draft contract to bidder;

Step 2: Negotiate, finalize contract;

Step 3: Submit, approve and publish the result of bidder selection;

Step 4: Sign contract.

3. The process of bidder selection for Shopping Method in Vietnam

According to Clause 3, Article 38 of the Law on Procurement 2013, the process of bidder selection for Shopping Method shall be performed as follows:

- For Shopping Method according to the ordinary process including steps:

Step 1: Prepare for contractor selection;

Step 2: Organize the contractor selection;

Step 3: Assess Proposals and negotiate contract;

Step 5: Finalize and sign contract;

- For Shopping Method according to the reduced process including steps:

Step 1: Prepare and send requirement for quotation to bidder;

Step 2: Bidders submit quotation;

Step 3: Assess quotations and negotiate contract;

Step 4: Submit, approve and publish the result of bidder selection;

Step 5: Finalize and sign contract.

4. The process of bidder selection for Direct Procurement in Vietnam

According to Clause 4, Article 38 of the Law on Procurement 2013, the process of bidder selection for Direct Procurement shall be performed as follows:

Step 1: Prepare for selection of bidder;

Step 2: Organize selection of bidder;

Step 3:  Assess the Proposals and negotiate on proposals of bidders;

Step 4:  Submit, evaluate, approve and publish result of bidder selection;

Step 5:  Finalize and sign contract.

5. The process of bidder selection for Force Account in Vietnam

According to Clause 5, Article 38 of the Law on Procurement 2013, the process of bidder selection for Force Account shall be performed as follows:

Step 1: Prepare for plan on Force Account and draft contract;

Step 2: Finalize the plan on Force Account and negotiate, finalize contract;

Step 3: Sign contract.

6. The process of selection for individual consulting bidder in Vietnam

According to Clause 6, Article 38 of the Law on Procurement 2013, the process of selection for individual consulting bidder shall be performed as follows:

Step 1: Prepare and send reference provisions to the individual consulting bidders;

Step 2: The individual consulting bidders submit dossier of scientific curriculum vitae;

Step 3: Assess dossier of scientific curriculum vitae of individual consulting bidders;

Step 4: Negotiate, finalize contract;

Step 5: Submit, approve and publish result of bidder selection;

Step 6: Sign contract.

7. The process of bidder selection for packages with participation of community in performance in Vietnam

In Clause 7, Article 38 of the Law on Procurement 2013, the process of bidder selection for packages with participation of community in performance shall be performed as follows:

Step 1: Prepare plan on selecting population communities, organizations, teams, groups of workers in localities to carry out the package.

Step 2: Organize selection;

Step 3: Approve and publish the selection result;

Step 4: Finalize and sign contract.
