Draft Decree amending and supplementing several articles of Decree 104/2007/ND-CP is currently being implemented by the Government of Vietnam with many notable contents regarding debt collection service business activities.
Through the draft, the Government of Vietnam allows enterprises to engage in debt collection services provided that the enterprises have the business registration certificate, function in debt collection services, or have published the debt collection industry and profession on the National Business Registration Portal, and have been issued the Certificate of Eligibility for Security and Order.

In reality, according to current regulations, only enterprises that have been issued the Business Registration Certificate for debt collection services are permitted to conduct debt collection services.
Additionally, debt collection businesses are responsible for fully complying with security and order conditions as stipulated by law, and upon termination of the labor contract, they must retrieve the employee's issued card and uniform to prevent impersonation during operations.
