The Government of Vietnam submits to the National Assembly of Vietnam the Draft Law amending and supplementing Appendix 4 of the Investment Law regarding the List of conditional business lines. The proposal includes 226 conditional business lines.

List of investment and business sectors in Vietnam subject to conditions as stipulated in Appendix 4 of the Investment Law. The list of 267 sectors under the fields of: National defense, security; Justice; Industry and Trade; Labor, War Invalids and Social Affairs; Transportation; Information and Communication; Education and Training; Agriculture and Rural Development; Planning and Investment; Health; Science and Technology; Natural Resources and Environment; Banking and an additional sector of Meteorology and Hydrology Forecasting and Warning included in the business sectors subject to conditions as per Article 54 of the 2015 Meteorology and Hydrology Law.
As stipulated in the draft:
- 27 non-essential sectors are proposed to be removed from the list of sectors subject to conditions because they do not meet the criteria and purposes specified in Clause 1, Article 7 of the Investment Law or lack feasibility and relevance to current business activities and state management requirements.
- Addition of 15 sectors that are either stipulated in existing laws or newly emerging sectors requiring investment and business conditions complying with the criteria and purposes specified in Clause 1, Article 7 of the Investment Law.
- Rationalization of some sectors with the same objectives, characteristics, and management authorities to avoid overlap and dispersion in state management. 29 duplicated sectors have been consolidated into 19 sectors.
- Updating and precise naming of 18 sectors to accurately, fully, and transparently reflect business conditions, suitable with related laws and practical state management.
Therefore, the total number of conditional investment and business sectors now stands at 226 sectors (a reduction of 41 sectors compared to the current list).
