The Ministry of Information and Communications issued Decision 2291/QD-BTTTT dated December 9, 2022 on the announcement of administrative procedures amended, supplemented, and abolished in the fields of publishing, printing, and distribution under the management function.

In particular, the procedure for granting a printing operation license is specified as follows:

1. Operating conditions of printing establishments in Vietnam

The printing facility must meet the following operating conditions:

- Having suitable equipment for performing one or more stages of prepress, printing, and post-printing processing in accordance with the needs and operation capacity of the printing establishment and the contents of the printing operation license application;

- Having legal pre-press, printing, and post-print processing facilities;

- The owner can be organization (State agencies, political organizations, socio-political organizations, and socio-political-professional organizations; socio-professional organizations, public non-business units, economic organizations whose owners are Vietnamese citizens) or individuals who are Vietnamese citizens;

The head is a Vietnamese citizen who is legally residing in Vietnam and possesses full civil capacity.

2. Dossier for printing license in Vietnam

The dossier include:

(1) An application for a license to print (Form No. 01, Appendix to Decree 72/2022/ND-CP)

Form No. 1

(2) A certified copy or a copy enclosed with the original for comparison with one of the business registration certificates: an investment certificate, a tax registration certificate, or a decision on the establishment of a printing establishment for public, non-business printing establishments.

(3) A curriculum vitae of the head of the printing establishment (Form 03, Appendix to Decree 72/2022/ND-CP).

3. Procedures for the issuance of a printing operation license in Vietnam

Step 1: Before operating, printing establishments belonging to ministries, central agencies, and organizations, and printing establishments belonging to enterprises and organizations owned by the state is the owner who prepresses, prints, and posts the products specified at Points a and c, Clause 4, Article 2, of Decree No. 60/2014/ND-CP

(including: newspapers, magazines, and other press publications according to the provisions of the press law; anti-counterfeiting stamps)

An application file for a printing license must be submitted to the Department of Publication, Printing, and Distribution, Ministry of Information and Communications.

Step 2: Within 15 days from the date of receipt of complete dossiers as prescribed,The Department of Publication, Printing, and Distribution must issue a license that clearly states that the contents of the printing operation are suitable for the printing establishment's equipment and updates the information into the national database of printing activities. In the event of a refusal to grant a permit, a written reply clearly stating the reason must be provided.

* Time limit for processing dossiers: 15 days from the date of receipt of complete dossiers as prescribed.

*Authorized agency to carry out procedures: Department of Publication, Printing, and Distribution

*Fees: None

4. Forms of requesting to conduct printing in Vietnam

Decree 72/2022/ND-CP stipulates the forms of requesting to conduct printing as follows:

Option 1: Submit directly to the Department of Publication, Printing, and Distribution;

Option 2: Submit via postal service for delivery;

Option 3: Submit online through the Public Service Portal of the Ministry of Information and Communications (http://dichvucong.mic.gov.vn) or the National Public Service Portal (https://dichvucong.gov.vn).
