Isolation of the Entire Society: Only the Following Enterprises are Permitted to Continue Operations from April 1, 2020

Recently, the Office of the Government of Vietnam issued Official Dispatch No. 2601/VPCP-KGVX regarding the implementation of Directive No. 16/CT-TTg on the prevention and control of the COVID-19 pandemic.

In order to minimize the risk of community transmission, the Prime Minister of the Government of Vietnam requests that people stay home and limit going outside as much as possible, except in cases of absolute necessity such as: purchasing food, groceries, pharmaceuticals, and other essential goods and services; emergencies such as medical emergencies, medical examinations and treatments, natural disasters, fires, etc.; working at state agencies, armed forces, diplomatic missions, and the following establishments:

- Factories, production facilities;

- Traffic and construction works;

- Essential goods and services businesses such as food, groceries, pharmaceuticals; gasoline, oil; electricity; water; fuel; etc.

- Educational institutions, banks, treasuries, businesses providing direct banking services and supporting businesses such as notaries, lawyers, vehicle inspection registration, secured transaction registration, etc.;

- Securities, postal services, telecommunications, support services for transportation, import and export of goods, medical examinations and treatments, funerals, etc.

For the establishments permitted to continue operating as mentioned above, the heads of these establishments must take full responsibility for ensuring absolute safety and implementing comprehensive anti-pandemic measures, including:

- Strictly implementing the wearing of masks, providing full means and materials for pandemic prevention and control according to regulations and recommendations of health authorities;

- Requiring employees to declare their medical status, comply with measures limiting movement, contact, and communication;

- Temporarily suspending non-urgent activities, reducing the concentration of employees;

- Organizing and strictly managing the transportation of employees (if any) to workplaces, ensuring the prevention of disease transmission risks.

If the above requirements cannot be met, the activities must cease. Local health authorities should provide guidance, inspect, and supervise the pandemic prevention and control at these establishments.
